Speaking at the opening of the 2nd edition of the Pan-African Parliament Youth Dialogue, organized by the Pan-African Parliament and hosted by the Moroccan Parliament, Mr. Mayara explained that the world is experiencing accelerated changes that require the intensification of efforts to be in phase with the changes imposed by the new world order.

Africa has opportunities and potential that can enable the emergence of a new continental development framework guaranteeing fair and equitable continental economic transformations, he said, arguing that three structuring projects must be the basis for the continent’s development, including the adoption of an African Free Trade Agreement allowing companies on the continent to have access to a market of more than 1.3 billion consumers, which will promote development and offer opportunities to young people.

The second project relates to the fourth industrial revolution, which represents an ideal opportunity to benefit from the capacities of African youth in terms of innovation and promote the creation of wealth and opportunities through innovative start-ups, he said, noting that the third project concerns the emergence of new regional value chains that will gradually replace the pre-Covid-19 global value chain.

In this regard, he stressed the need to strengthen logistical links between countries at sea and in the air in order to facilitate the exchange of goods and improve trade flows, as well as to increase funds to support the establishment of activities that create added value and employment opportunities for young people.

The President of the House of Advisors also stressed that these projects are “historic and unprecedented opportunities” to ensure sustainable development and reduce the development gap with countries in the North, calling on parliamentarians to innovate methods based on efficiency and quality, which will have a direct impact on African citizens.

Mr. Mayara also stressed the need to mobilize efforts and resources to strengthen food sovereignty and security on the continent, as well as to work towards establishing a new continental method to strengthen health and energy sovereignty.

He also said that the issue of food security is today the most important challenge for the continent, particularly in the context of successive epidemic crises, geostrategic tensions in several regions of the world and the challenges of climate change.

After recalling the royal speech addressed to the Summit of States and Heads of Government on the issue of drought and sustainable management of territories on May 9, 2022, Mr. Mayara stressed the importance of launching a new generation of continental parliamentary initiatives, to support the ambition of eradicating famine and ensuring the food sovereignty and security of the continent, through the adoption of innovative legislation and management of national and common strategic stocks.

He called for consideration of the creation of a continental parliamentary mechanism for food sovereignty at the level of the Pan-African Parliament, which would constitute an institutional platform to support continental projects in the area of food security, support continental food production initiatives and provide the fertilizers and technologies necessary to achieve adequate food production capable of ensuring sustainable food security that will benefit future generations of the continent, in accordance with the orientations of the 2030 Sustainable Development Goals and the African Union’s Agenda 2063.
