The Plenary of the Federal Senate approved, this Thursday (1st), the Provisional Measure that establishes the organization of the bodies of the Presidency of the Republic and the Ministries (MP 1154/2023). The report by federal deputy Isnaldo Bulhões (MDB-AL), approved yesterday in the Chamber, which had suggestions from the Parliamentary Front for Agriculture (FPA), has not been modified and, therefore, goes to presidential sanction.

Initially, the Provisional Measure removed from the Ministry of Agriculture, Livestock and Supply (MAPA) all the part related to supply and its consequences, such as storage, the guarantee of minimum prices and regulatory stocks. However, after months of coordination, the FPA helped return these strategic competencies to the Pasta.

According to the final text, MAPA and the Ministry of Agrarian Development (MDA) will share the management of the National Supply Company (Conab). The former will be responsible for general agriculture, while the MDA will take care of family farming.

Another important change achieved by the caucus was the removal of the Rural Environmental Registry (CAR) and the Environmental Regularization Program (PRA), under the responsibility of the Ministry of the Environment. Now, both will be the responsibility of the Ministry of Management and Innovation. In addition, the competence to deal with the demarcation of indigenous lands now belongs to the Ministry of Justice, and no longer to the Ministry of Indigenous Peoples.

For the vice-president of the FPA in the Federal Senate, Zequinha Marinho (PL-PA), the articulation of the bench, through the president and federal deputy Pedro Lupion (PP-PR), was essential for the realignment of the Esplanada. According to him, many exchanges brought problems to the agro and to the functioning of the sector.

“The departure of Conab, from CAR, brought concerns. Despite this, the Frente’s negotiation work gave us a report that brings optimism and meets our expectations. As a result, we have the idea that there has been progress in the MP, especially for the agricultural sector to continue with legal certainty ”, he said.

Senator Jorge Seif (PL-SC), a member of the FPA, defended the independence of fisheries management, which in the MP is shared with the Ministry of the Environment.

“Fisheries management brings economic development and deserves a different look from the Federal Government. We need this to happen and I count on the plenary rapporteur’s word for it to be implemented”.
