Al Hoceima: Mr. Sadiki launches several agricultural and maritime fishing development projects

This visit was an opportunity to learn about the progress of the implementation of the provincial agricultural plan of the “Green Generation” strategy, and to launch the national program to reduce the impact of rainfall deficit in the region, the program for the development of local products and the program to support rural women in the province.

At the level of the Beni Bouayach commune, Mr. Sadiki, accompanied by the governor of the Province of Al Hoceima, Farid Chourak, the President of the Regional Chamber of Agriculture of Tangier-Tetouan-Al Hoceima, the President of the Provincial Council of Al Hoceima and a large delegation of officials from the ministry, learned about the progress of the provincial agricultural plan of the “Green Generation” strategy at the level of the province of Al Hoceima.

This plan is made up of several programs and projects that take into account the constraints and potential of the province, focusing on the sustainability of the dynamics of agricultural development, giving priority to the human element, in particular through the support and guidance of young people and agricultural organizations.

In line with the 8 axes of the “Green Generation” Strategy, the provincial agricultural plan includes social coverage for 24,000 farmers, agricultural insurance for 1,865 ha by 2030, as well as the planting of 9,780 ha as part of solidarity agriculture.

It will allow the emergence of a new generation of young entrepreneurs in the agricultural sector, through the creation of 207 cooperatives and service companies, which will allow 3,300 families access to the agricultural middle class.

The provincial agricultural plan also provides for the development of plant and animal agricultural production sectors, the increase in the agricultural gross domestic product to 3.8 billion DH, as well as the construction of a modern weekly market and a livestock market and approved slaughterhouses, the irrigation of 600 hectares with solar energy, the creation of 15 new development units and the modernization of irrigated areas over an area of ​​1,500 hectares.

Mr. Sadiki also inquired about the progress of the national program to reduce the impact of rainfall deficit in the province of Al Hoceima, and aimed at protecting plant and animal capital, as well as maintaining balances in rural areas.

For the 2022-2023 campaign, this program includes the hydro-agricultural development of 6.6 km of Séguias, the distribution of 79,889 quintals of subsidized barley, the complementary irrigation of 5,070 ha in addition to the vaccination of livestock.

Mr. Sadiki also took note of the program for the 2023-2024 campaign, relating to the acquisition of tanker trucks and plastic tanks and the development of water points for watering livestock, in addition to the distribution of 61,000 quintals of subsidized barley at a cost of 8.4 million dirhams (MDH).

A partnership agreement was concluded on this occasion between the Ministry of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, the Provincial Council of Al Hoceima and the Prefecture of the Province of Al Hoceima for the distribution of tanker trucks for the benefit of breeders at the level of the municipalities of the Province for the watering of livestock.

Mr. Sadiki also distributed plastic tanks to beneficiaries for watering livestock.

In a statement to MAP, Mr. Sadiki indicated that this visit to the province of Al Hoceima concerned rural development projects, and made it possible to learn about the progress of the strategic programs and projects of “Generation Green” in this part of the national territory, in particular those relating to income-generating activities, and the distribution of barley and livestock feed.

Regarding the rural track development program, Mr. Sadiki focused on the progress of this program, which concerns the construction of 50 km of rural tracks in the province of Al Hoceima, for the benefit of 18 territorial municipalities at a cost of 50 MDH.

On this occasion, Mr. Sadiki launched the development work on the rural track linking the commune of Beni Bouayach and the Douar of Rabza, passing through the Douar of Bouqayadne in the commune of Ankour over 6.1 km at a cost of 7.5 MDH.

“This ambitious program aims to open up remote and rugged areas, facilitate farmers’ access to agricultural areas and improve the conditions for promoting and marketing agricultural products, as well as promoting rural tourism,” stressed Mr. Sadiki, indicating that this program has made it possible since 2017 to date to build more than 450 km of rural roads, of which 250 km were built by the Provincial Directorate of Agriculture.

As part of the program to reduce territorial and social disparities in rural areas 2017-2022 in the Province of Al Hoceima, 90 km of rural roads were built for the benefit of 11 territorial municipalities, for a total investment of 124 MDH.

In Douar Ait Fares in the territorial commune of Beni Bouayach, Mr. Sadiki and the delegation accompanying him, learned about the progress of the rural women’s support program in the Province of Al Hoceima, through the goat breeding project and the promotion of its production by rural women.

This project aims to build and develop the Bni Arouss goat herd in order to intensify goat meat production and ensure the supply of high-quality red meat to the local market, create employment opportunities and diversify the sources of income for rural women.

With a total cost of 1.3 MDH, the project, which benefits 69 rural women, includes the acquisition and distribution of 345 goats, for the production of red meat, the acquisition and distribution of breeding equipment, as well as the distribution of barley to meet the nutritional needs of the herd in addition to the training and support of the project beneficiaries.

On this occasion, Mr. Sadiki distributed goats to rural women who benefit from the project.

Mr. Sadiki chaired, on Sunday in Al Hoceima, a working meeting devoted to examining the progress of major projects in the maritime fishing sector in the province.

This meeting, which was attended by the governor of the province, senior officials of the maritime fisheries department and establishments under the said Ministry, aims to highlight the challenges of the maritime fisheries sector and to outline avenues for its future development.

During this meeting, several projects were examined, the implementation of which will be launched soon, in particular the one concerning the strengthening of support structures for coastal and artisanal fishing, by the construction of a new ice factory in the port area of ​​Al Hoceima, given that this unit is likely to strengthen the equipment allowing better valorization and the guarantee of an optimal quality of fish production.

The meeting also served as an opportunity to examine projects for the strengthening of aquaculture developments in the Mediterranean, throughout the sector’s value chain to make it a lever for economic and social development in the region, the consolidation of current instruments and means of fisheries research and their strengthening by the establishment of new local oceanographic observation platforms, in addition to other issues concerning the constraints facing artisanal fishing in the region.

Mr. Sadiki stressed that the meeting concerned the development of programs aimed at promoting the maritime fishing sector in the Mediterranean, particularly on the coasts of the province of Al Hoceima, through the launch of projects relating to the construction of a new ice factory, the development of aquaculture, and the establishment of a scientific research infrastructure, noting that these projects will be launched very soon.

The maritime fishing sector in the Mediterranean is a strategic priority for the economic and social development of the region.

The continued commitment of stakeholders and authorities is essential to achieve the objectives set and thus contribute to the sustainability and prosperity of the sector.
