The governor of the Central Bank of Libya, appointed by the House of Representatives, Al-Siddiq Al-Kabeer, said that the isolation of the Central Bank from the international financial system is still ongoing, noting that the board of directors appointed by the Presidential Council “controls the internal payments system in the country, while foreign banks refuse to deal with it.”

“All international banks that the central bank deals with have suspended all transactions, making access to balances or deposits outside Libya impossible,” Kabir told Reuters, adding that he was still in contact with other international institutions, including the International Monetary Fund, the US Treasury and JP Morgan.

Al-Kabeer added that the board of directors assigned by the Presidential Council was able to control the internal transaction systems in Libya, including the payment of salaries, pointing out the return of employees and the return of systems to normal operation within the bank.

According to Reuters, Al-Kabir indicated his hope to return to his position as governor of the Central Bank through the UN-backed negotiations between the House of Representatives and the Supreme Council of State to resolve the crisis, stressing his communication with the House of Representatives and the State Council, and his lack of communication with the head of the Government of National Unity, Abdul Hamid Dabaiba, and the Presidential Council.
