Tarcísio de Freitas is unable to promote simple projects and must have difficulty in voting on structural reforms

The governor of São Paulo, Tarcísio de Freitas (Republicans), continues his pilgrimage to win his base in the Legislative Assembly of São Paulo (Alesp), but sees the increasing distance of deputies. The lack of articulation and the difficulty of fulfilling promises has bothered the parliamentarians, who promise to hold all votes of interest to the Palácio dos Bandeirantes.

This week, Alesp imposed two important defeats on the government. On Tuesday (29), deputies from the ruling base did not give Tarcísio a quorum in the vote that provided for the increase in the court costs of the Court of Justice.

When discussing the voting rite proposed by the government leadership, 41 parliamentarians were in favor and another three, from their own base, voted against. Parties that make up Tarcísio’s allied bench, such as PSDB, Novo and PSD, opted for obstruction.

Already this Wednesday (30), deputies reached an agreement to postpone the vote to include São Paulo in the South-Southeast Integration Consortium (Cosud), which has been on Alesp’s agenda for at least 15 days. The project is one of Tarcísio’s main interests at the moment, but the Palace was unable to obtain a quorum and pushed the vote to next week or to the session on September 12th.

Deputies from the governing base confided to the column that dissatisfaction with Tarcísio has increased in recent weeks. The governor has not fulfilled promises to release amendments and positions, which bothered parliamentarians.

The Palace even promised R$ 10 million in amendments for each deputy, even asked for nominations, but was unable to provide any amount so far. Parties such as PSDB and União Brasil asked for second and third-level positions in Bandeirantes, but the process is still under negotiation.

The toucans were revolted by the loss of positions at the Housing and Urban Development Company (CDHU) and demanded a nod from Tarcísio to the legend. Union, in turn, must appoint CDHU’s regional boards, positions previously occupied by PSDB nominations.

Another complaint is the lack of articulation by the government leader, Jorge Wilson – Consumer Sheriff (Republicans). In Tuesday’s vote, Wilson had to ‘beg’ to get 24 deputies on the floor.

Until then, Tarcísio’s projects had been financed by the president of Alesp, André do Prado (PL), and by the leader of the PL, Carlos Cezar, who takes the lead in the government. However, the credit cards of both no longer pass between deputies.

Behind the scenes, Carlos Cezar was seen as the ‘Platinum card’, he had a certain limit, but that ran out with the government’s attrition with the Cosud and TJ votes. André do Prado already had a ‘Black card’, but the investment made by him in projects in the first half and Tarcísio’s failures with the base lowered the credit of the President of the House.

Parliamentarians are expected to resume voting after the September 7 holiday. Until then, according to deputies, Tarcísio will need to move to maintain the base.

In the corridors, São Paulo’s approval at Cosud is taken for granted, but this should be Tarcísio’s last project that will pass through the House. The parliamentarians affirm that structuring proposals, such as Administrative Reform and the reshuffling of the Education budget, should not be put on the agenda until a concrete signal from the governor.
