Finally a date for this expected change. The allowance for disabled adults (AAH) will be calculated individually, that is to say without taking into account the income of the spouse, from October 1, 2023, according to a decree published this Thursday in the Official Journal.
However, the government has provided for a transitional mechanism to prevent this reform from penalizing certain beneficiaries. For people already in the device, the change of calculation mode will only take place if it benefits them. And this deconjugalization will be final. On the other hand, for new beneficiaries whose right opens from October 1, the allowance will be automatically deconjugalized.
120,000 people concerned
With this reform, 120,000 disabled couples should see their AAH increase by 350 euros per month on average, according to the government.
Emmanuel Macron had promised in April to “move” on the individualization of the allowance for disabled adults. However, his government and his majority had rejected this proposal several times last year, to the great displeasure of the associations. LREM considered this measure unfair because it benefited people with disabilities regardless of income. Finally, the individualization of the allowance was adopted by Parliament this summer.
Created in 1975, the AAH is intended to compensate for the inability to work. With a maximum amount of 956.65 euros per month, it is paid on medical and social criteria. It now has more than 1.2 million beneficiaries, including 270,000 couples, for an annual expenditure of around 11 billion euros.
