TITLE: RECRUITMENT OF A FIRM/DESIGN OFFICE FOR THE CONDUCT OF FEASIBILITY STUDIES AND SUPERVISION OF THE CONSTRUCTION, DEVELOPMENT AND EQUIPMENT PROJECT OF THE HEADQUARTERS OF THE NATIONAL COMPANY OF RAILWAYS OF GUINEA

CONTEXT OF THE MISSION

The Société Nationale des Chemins de Fer de Guinée – SNCFG SAU is a Single-Member Public Limited Company with a Board of Directors created by decree D/108/PRG/CNDD/SGPRG/2010 of May 28, 2010 and whose statutes were set by decree D/2023/0208/PRG/CNRD/SGG of September 23, 2023.

Placed under the technical supervision of the Ministry of Transport and the financial supervision of the Ministry of Finance, the SNCFG’s mission is to implement the Government’s policy in terms of design, study, financing, construction, organization, management, operation of rail infrastructure for the transport of goods and passengers and to ensure its monitoring. These infrastructures may be granted to rail operating companies or operated in joint ventures with other rail operators.

Built before independence, the building serving as the Company’s headquarters is in a state of advanced disrepair. Since its construction in colonial times to the present day, this building of the former Kaloum station master has only undergone two summary renovations. Beyond its unfavorable state, its architectural plan no longer meets hygiene and safety standards, and its reception capacity is below needs. This deplorable situation has prompted the General Management to temporarily take a room serving as an office to provide staff with suitable working conditions, while waiting for the construction of a headquarters.

The new statutes of the SNCFG give it a leading and significant role in the development of railways in Guinea.

It is with this in mind that the Ministry of Transport, in accordance with the reforms undertaken by the Government as part of the re-establishment of the State by the CNRD, has undertaken to provide the SNCFG with a worthy headquarters, to enable it to honour its strategic position.

Indeed, the National Company of Railways of Guinea has benefited from a budget for the 2024 financial year for the study phase of the construction, development and equipment project for its head office.

To do this, SNCFG intends to request the expertise of a firm/design office to carry out feasibility studies and monitor the implementation of the project to build its headquarters in Almamya, in the commune of Kaloum.

MISSION OBJECTIVES

OBJECTIF GENERAL

The general objective is to provide the Société Nationale des Chemins de Fer de Guinée – SNCFG SAU with a suitable, fitted and equipped headquarters, with all the amenities to improve the living and working environment of its staff.

SPECIFIC OBJECTIVES

More specifically, this involves:

Objective 1: carry out feasibility studies for the project.

Objective 2: Ensure the supervision of the construction, development and equipment works of the headquarters of the Société Nationale des Chemins de Fer de Guinée – SNCFG SAU, in accordance with the technical requirements contained in the ToRs.

SUBMISSION SUBMISSION

Expressions of Interest (EOI) will be submitted in a sealed envelope and will include the following documents:

The selection will be made in accordance with the selection method based on technical quality and cost.

The Terms of Reference (ToR) of the mission can be obtained from the office of the Société Nationale des Chemins de Fer de Guinée – SNCFG SAU, located at Sankaran Building (2e and 3 floors), 4e Avenue, Manquepas, Commune of Kaloum, Tel: +224 611 000 021, e-mail: [email protected]from August 6, 2024 against the non-refundable payment of 3,000,000 Guinean francs, distributed as follows:

  • 50% to account No. 4111071 of the special receiver of the Treasury;
  • 30% to account No. 2011000407 of the ARMP opened at the BCRG;
  • 20% to account No. 2011000187 of SNCFG SAU opened at BCRG

Proposals must cover all the services required in the terms of reference of the mission. Any offer that only covers part of the services will not be considered.

Offers must be submitted in (01 original + 02 printed copies + 01 digital copy on SUB key).

The original will be marked ” original » and copies marked « copies ».

The original and copies will be signed by a duly authorized person.

In the event of any discrepancy between them, the original shall prevail.

Bidders will send the original plus copies in a sealed envelope, bearing only the following statement:

“CONFIDENTIAL – To be opened only during the counting session”

CONSULTANT OFFER FOR TECHNICAL STUDIES, CONTROL AND SUPERVISION OF WORKS OF CONSTRUCTION, DEVELOPMENT AND EQUIPMENT OF THE HEADQUARTERS OF THE NATIONAL RAILWAY COMPANY OF GUINEA (SNCFG SAU).

Offers must be sent to the SNCFG office, located at Sankaran Building (2e and 3 floors), 4e Avenue, Manquepas, Commune of Kaloum, Tel: +224 611 000 021, e-mail: [email protected]at the latest September 3, 2024 at 10 a.m. accurate, local time.

The opening of the bids will take place the same day at 10:30 a.m..

The proposal must be written in French and must remain valid for 90 days from the date indicated in the preceding paragraphs.

It is desirable that a representative of the design office visit the project site before the proposal is prepared in order to obtain first-hand information on local conditions and to assess the exact scope of the services required. The Client must be informed in advance of this visit.

SNCFG is willing to answer any questions from a Firm/Design Office on the services expected, but any delay by SNCFG in providing this response will not be considered as a valid reason for extending the deadline for submission of offers.
