National education contract workers deserve “recognition” but not at any price. This is, in essence, what the unions think of the “exceptional” competition for primary school contract workers, open from 2023 and until 2026 (for four sessions in all) in the academies of Guyana, Créteil and Versailles. A draft decree defining the contours of this new competition was presented to the teachers’ unions during a ministerial technical committee on 26 October. According to projections by the Ministry of National Education, approximately 1,300 contract workers, out of the three academies, are likely to take the tests in 2023. The ministry plans to open 370 places, including 200 in Créteil, 120 in Versailles and 50 in Guyana.

These three academies, faced with a chronic recruitment problem, will thus be able to offer their contract employees a “simplified” version of the competition for access to the profession of primary school teacher. Indeed, the possibility of taking a specific competition, called “second external competition”, already exists for contract employees who can prove three years of seniority and a bachelor’s degree (L3). This competition includes the same number of tests as the classic competition, the “external competition”, to which the students present themselves at the end of the master 2.

But, faced with the urgency of the recruitment problem revealed at the start of the 2022 school year, the national education system has decided to make access to tenure in these three academies a little easier: according to the unions, this competition will only include two tests (a written and one oral). The ministry confirms, for its part, that contract workers will be able to claim it if they hold a diploma equivalent to the second year of a license (L2).

“The terms worry us”

However, this is where the shoe pinches: the “second external competition”, the usual way of access for contract workers who wish to become holders, requires a higher level than that required for this new exceptional competition. “We were not opposed to the creation of this competition, because it is important to offer tenure to agents who are already in the service of the Statereacts Guislaine David, of the SNUipp-FSU. On the other hand, the modalities worry us, because the ministry has lowered the level of recruitment from L3 to L2. »

Others see no harm in it: the academies concerned can, ” urgently “, having recruited a few teachers who had only the L2 level in previous years – a decree dating from 2016 provides for this exception, rarely applied in practice, says the Ministry of National Education at Monde.
