Employees of the human rights organization “Committee against Torture” (CPT) sent an urgent complaint to the European Court of Human Rights (ECHR) under rule 39 after the abduction by Chechen police of the mother of a lawyer from the North Caucasian branch of the CPT, Abubakar Yangulbaev. Human rights activists reported this on their Telegram channel on Friday, January 21.

A complaint under the 39th rule is used when urgent legal assistance is needed in cases where “the life and health of a person is threatened by an imminent risk of causing irreparable harm,” the report says.

The day before, on January 20, unidentified persons, who introduced themselves as police officers, broke into the apartment of Abubakar Yangulbaev’s parents in Nizhny Novgorod. They presented a decision to bring the father of the human rights activist, a retired judge of the Supreme Court of Chechnya Saidi Yangulbaev, and his wife Zarema Musaeva to Chechnya as witnesses in a fraud case. Saidi Yangulbaev showed the judge’s certificate, after which the unknown took away only the woman, beating her together with her husband, the checkpoint said.

Dmitry Peskov, a spokesman for Russian President Vladimir Putin, called the news about the kidnapping of the wife of a federal judge “strange”. “Well, in general, a fantastic story, of course, we prefer simply not to believe such reports without any confirmation. We are living in a very untrue time,” Peskov said.

The human rights activist himself said that his mother “was kidnapped by the Kadyrovites.” The woman suffers from diabetes, however, according to Abubakar Yangulbaev, unknown people did not take her medicines with them, which she needs for treatment.

The lawyer has already reported on the abduction of relatives in Chechnya

At the end of 2021, Abubakar Yangulbaev spoke about the abduction of his 21 relatives in Chechnya. According to Yangulbaev, unknown persons took them to police stations, and the detainees were not charged with any charges.

Earlier, the head of the Chechen Republic, Ramzan Kadyrov, publicly stated that Abubakar Yangulbaev and his brother Ibragim could be involved in moderating the Telegram channel of the opposition movement 1ADAT, which talked about human rights violations in the region.
