ANADivision around the preliminary draft constitution

After the members of the CNRD in Cona-cris, those of civil society in Coyah, it is the turn of the political parties to work on the preliminary draft of the new Constitution with the National Council of the talkative transition. At the ANAD, the approach divides.

On the sidelines of the adoption of the preliminary draft of the new Constitution, on July 29, the president of the National Transitional Council announced a series of meetings with social and political actors in order to discuss this text again. After-sales service? The stage with the political parties was held in Kindia between August 20 and 22. No fewer than 150 political parties were invited to the party.

Among those present were political parties that are members of the National Alliance for Alternation and Democracy (ANAD). However, this alliance had decided to snub the Kindia meeting and remain faithful to its boycott position. ANAD justified its position by the fact that the preliminary draft does not include special provisions preventing those in the current government from running for office during the next elections. As is the case with Articles 46, 55 and 65 of the Transition Charter. The structure would have preferred that these articles be included in the preliminary draft of the new Constitution.

Edouard Zoutomou Kpoghomou explains: “These are the articles that advocated the intangibility of the provisions during the electoral process. It is as if by hiding them, we have calculations in the back of our minds. The articles actually talk about the candidacy of all the actors of the transition. So, it is a very important point, it is even the most important point. We cannot not take note. We are Guineans, we must position ourselves in relation to what must be done and make suggestions. We first want the preliminary draft to be corrected with all the necessary inclusiveness.”

But the instruction was royally ignored by Diabaty Doré’s Rally for the Republic. The latter, although very acerbic against the junta until then, proudly displayed himself alongside Dansa Kourouma, president of the CNT. Better (or worse), he did not hesitate to condemn the empty chair strategy: “When an authority invites you to take part in something, you have to respond. The most important thing is Guinea. The country is above everyone else. I believe that the place was well indicated to come, even if only with a simple report to express our concerns. It is a debate that is open, everyone has the right to speak here. So, it was good to come with arguments so that history does not condemn us tomorrow.”

Diabaty Doré recalled that his political party is not subject to any constraints from any political bloc: “The RPR is not the only party to be present in Kindia as a member of ANAD. There are 5 others who are present here, and they have received the invitation letters. I believe that all the political parties that are members of ANAD are independent. When we receive something, we meet within our political parties to discuss and the party decides.”

Diabaty Doré has distanced himself from ANAD since last April. The politician did not swallow the ”solitary attitude” of the president of the UFDG in the creation of the inter coalition called Sacred Union. The RPR boss had not only disassociated himself, but he had also refused to join the movement. And as if by magic, major players in this ”Sacred Union” such as the PDG-RDA or the ADC-BOC also responded to Kindia
