However, concerns are rising that the flow of aid may soon decrease, especially from the United States, which is the most critical military backer of Kyiv. Following a heated spending debate that nearly resulted in a government shutdown, Congress passed a stopgap funding bill last week. Unfortunately, this bill omitted funding for Ukraine, as an attempt to appease some staunch Republicans.

Though not sufficient for conservatives, who ultimately removed former Speaker Kevin McCarthy for not cutting spending further, the removal of funding dealt a significant blow to Ukraine. The country heavily relies on Western assistance to counter Russia’s aggression, and the aid committed thus far is being delivered in stages over several years. As the counteroffensive to push Russian forces out of Ukrainian territory enters a critical phase, the reduction in support is worrisome.

To gain a better understanding of the geopolitical issues surrounding support for Kyiv, CNN has analyzed international assistance to Ukraine. According to data from the Kiel Institute for the World Economy, individual countries worldwide have committed nearly $100 billion in direct military aid to Ukraine, with approximately half of that coming from the United States as of July 2023.

The US Congress has approved around $46.6 billion in direct military aid to Ukraine since NATO countries mobilized support for the country a month before the invasion. This represents part of a total aid budget of $113 billion for defense and civilian needs, which includes replenishing the US military and assisting other nations affected by the geopolitical situation.

In terms of direct military support, European Union countries collectively pledged $38 billion. The largest contributors include Germany, Denmark, and Poland, with the United Kingdom committing over $7 billion in direct military aid.

The military donations range from anti-aircraft and anti-ship missiles to weapon-locating radar systems, mine-clearing ships, patrol boats, helicopters, and multiple launch rocket systems. Such contributions have been crucial in Ukraine’s defense against Russian forces.

When considering overall assistance, including military, financial, and humanitarian aid, the United States is the second-largest donor after the European Union, with a commitment of approximately $85.1 billion. However, Washington’s contributions account for only 0.3% of its GDP, while countries like Norway and the Baltic states of Lithuania, Estonia, and Latvia are allocating over 1% of their GDP to support Ukraine’s war efforts.

Besides military aid, many countries have also contributed financially. Notably, the United States has granted $13.4 billion directly to Ukraine’s government to address budgetary and infrastructure needs, with a focus on energy security.

When considering the expenses related to hosting refugees, the contributions made by European allies hosting Ukrainian refugees become more significant. Poland, which has received the second-largest number of Ukrainian refugees, has allocated $17 billion out of nearly $22 billion to cover refugee costs. These expenses amplify Poland’s aid burden to 3.2% of its GDP when compared to Germany’s less than 1%.

The United States has also allocated $6.6 billion for indirect assistance to Ukrainian refugees, having processed approximately 267,000 Ukrainians into the country through various humanitarian programs since the war began.

Among the countries pledging military equipment to Ukraine, Poland stands out as the leading provider of tanks, having committed a total of 324 tanks. In terms of heavy weapons and accompanying ammunition, the US takes the lead with at least 150 million units pledged. The country is also supplying multiple launch rocket systems, Howitzer artillery weapons, and the most significant number of anti-aircraft surface-to-air missile systems.

The reduction in funding from the United States is raising concerns about Ukraine’s ability to sustain its counteroffensive against Russian forces. As the conflict enters a critical phase, allies and international support will be vital in ensuring the security and stability of Ukraine.
