For several hours of session, the Comprehensive Security Commission analyzed a total of 42 articles of the text for second debate of the Bill for the Regulation and Control of Weapons, Ammunition, Explosives, Chemical, Biological, Toxic Substances and Related Materials.

In the block of articles analyzed this Saturday, topics such as the classification of “less lethal” firearms and “electric weapons” were discussed, which, according to article 24 of the law, are those that can expel a rubber projectile, or an irritating chemical substance, or administer a shock that causes neuromuscular incapacity.

In both cases, it is established that complementary security entities will be authorized to use this type of weapons as part of their equipment, subject to prior authorization from the Citizen Security regulatory body.

Regarding manufacturing and export, articles 39 and 40 of the initiative establish that the governing body of National Defense will be in charge of authorizing them based on a report from the Joint Command of the Armed Forces and that every manufacturer will apply an identification mark to each lethal and less lethal firearm that has the name or initials of the State and the serial number.

In addition, the law establishes a new classification of ammunition, into four types of use: exclusive to the Armed Forces; the National Police; private; and less lethal.

Regarding explosives, Articles 28, 29, 30, 31 and 32 prohibit the trade of substances of this nature that are introduced into the country without the respective authorization of the competent entity and without a specific and previously informed use, such as the oil, mining or public works industry.

Before suspending the session, the commissioners highlighted the importance of this regulatory initiative as a tool to adequately regulate the proliferation of illegal weapons, which threaten the peaceful coexistence of citizens as well as the survival of the State.

Assemblywoman Inés Alarcón, president of the legislative board, indicated that the treatment of this bill will resume on Monday, July 29, at 08:30.
