Andy Burnham has ruled out calling an early general election if he succeeds Sir Keir Starmer as prime minister.
The move comes as Andy Burnham stands as the sole candidate to replace Sir Keir Starmer as leader of the Labour Party. While the next general election is not legally required until August 2029, political opponents have pressured Burnham to trigger a vote following Starmer’s resignation last month.
Burnham’s Manifesto Commitments and Election Stance
In an exclusive interview with the BBC’s Laura Kuenssberg, Burnham explicitly dismissed the possibility of an early poll, stating, I'm going to rule it out… I don't think people want it.
He argued that the majority of the electorate voted for a manifesto
and vowed to honour those pledges with the support of his parliamentary colleagues.
Burnham reinforced this position during an online Ask Me Anything (AMA) session on Reddit, where he told users, No. As I said in my speech on Monday, I'm going to work to the 2024 manifesto.
Central to this commitment is the preservation of the triple lock on state pensions—a policy introduced by the Conservative-Lib Dem coalition government that guarantees the state pension increases each year in line with inflation, wage increases, or 2.5%, whichever is the highest. Despite acknowledging the debate surrounding the policy, Burnham told a Reddit user that it is important that the commitment in the manifesto stands.

Fiscal Constraints and the £15bn Defence Gap
While Burnham has pledged to stick to Rachel Reeves’ fiscal rules on borrowing and avoid raising income tax, VAT, or national insurance, he has indicated some room for movement on tax. Specifically, he suggested that business rates on warehouses could be increased to fund tax cuts for high-street businesses and pubs.
However, a significant financial challenge awaits the next administration. Sir Keir announced plans for a £15bn increase in defence spending, but the full funding source remains unspecified. This leaves a gap that the next chancellor must address; according to the BBC, whoever replaces Reeves will need to find at least £4.7bn in savings from other government departments in the autumn Budget.
This funding shortfall has become a point of political attack. Conservative leader Kemi Badenoch has called on Burnham to either fund the defence investment plan or call an election. During the Reddit AMA, Badenoch accused the former mayor for Greater Manchester of answering softball questions

Foreign Policy and the Starmer Transition
Sir Keir Starmer, in his first sit-down interview since announcing his resignation, expressed confidence that his successor should go on to win the next election
thanks to the work he has done while in Number 10. Starmer noted that he and Burnham have always gotten on, though he added, He supports the wrong football club.
Starmer listed his achievements, including efforts to tackle antisemitism in the party in opposition, the 2024 general election victory, and the stabilisation of the economy over the last two years. He stated, My successor will have a platform to build on,
and confirmed he plans to stay on as an MP until the next election, while dispelling rumours he would stand as Nato’s next secretary general.
The transition involves a tension between domestic focus and international obligations. Starmer warned Burnham that it is not possible to ignore international affairs, stating: “If you’re prime minister and you care what bills are going to be like in any household around the country, you have to care about finding a lasting solution to the situation in Ukraine, you have to care about what happens in the Strait of Hormuz. It’s not sensible to think you can just separate these two things out.”
Burnham has responded by promising to give the same level of support to Ukraine as his predecessor. Regarding the European Union, Burnham indicated he will build on existing government work to negotiate a more ambitious trade deal. While he previously expressed a desire to see the UK rejoin the bloc within his lifetime, he promised during the Makerfield by-election campaign in May not to “re-run” Brexit arguments.
