Some issues were left out of the report on animal protection. It will go to the full Assembly.

The Biodiversity Commission of the Assembly National met this Monday, July 15, 2024. In the session, the legislators learned about the report for the first debate of the unified project of Organic Law for the Protection and Defense of Animals.

The proposal has several aspects and classifies animals into: intended for work or trade; experimentation and research; consumption and industry; wildlife; wild marine fauna and synanthropic organisms.

This Monday, July 15, 2024, the Commission on Biodiversity and Natural Resourceswith seven affirmative votes, approved the report for the first debate of the project.

The proposal includes five initiatives, such as the plan Organic Law for the Promotion, Protection and Defense of Non-Human Animalspresented by the Ombudsman’s Office.

The report that will be debated for the first time consists of 66 articles, as well as three general provisions, three transitional provisions, one amendment and one repeal, and one final provision.

The proposal was based on a ruling by the Constitutional Courton the case of the Monkey StarIt was a rescued primate.

What does the proposal include?

The proposal contemplates, for example, that the animals that are intended for work or tradesthey cannot be forced to carry out activities without using appropriate protective or work equipment.

sharp objectsAt the same time, it is prohibited to subject them to work that puts their lives at risk, and that they have not received adequate training for the specific job.

The restriction for displaying freshly slaughtered non-human animalshanging or cooked in public spaces, shop windows or commercial premises were excluded from the report.

However, it was included that the legs of animals before slaughter.

Furthermore, if the proposal is approved, raw milk extracted directly from the animal will not be able to be sold in public spaces.

Another point that did remain in the report for the first debate was the prohibition on transporting faenar animals intended for consumption in a significant state of gestation.
