Harley, who tragically lost his right eye while playing with a door, quickly recovered and became an example of resilience in the face of adversity. Lucia Ledesma, National Director of the ISSSTE Mental Health Service, proudly highlights how Harley’s story during the COVID-19 pandemic captured global attention and raised awareness about mental health issues.

Notably, Harley’s owner, a neuropsychologist, was one of the pioneers of this animal therapy initiative that initially aimed to help children with cancer. Since the 1970s, animal therapy has demonstrated its effectiveness in generating neuropsychological changes, reducing stress and anxiety, and encouraging cognitive processes.

Amid the pandemic, Harley has been visiting COVID units in hospitals to provide much-needed cheer to the fatigued medical staff who have been separated from their families due to their challenging work schedules. Ledesma explains with pride that the ISSSTE institute became internationally recognized for their unique initiative of allowing animals into COVID units.

Among the healthcare professionals, Nurse Silvia Hernandez fondly remembers the impact of Harley’s presence. She recalls how the pug seemed to know her and her colleagues, bringing comfort and allowing them to de-stress. Tears were shed by some staff members as they experienced the healing effects of these animal interactions.

According to a report issued by the Pan American Health Organization, the pandemic has worsened mental health problems across the Americas. Factors such as unemployment, economic insecurity, and loss of loved ones have contributed to this increase. To address this pressing issue, the ISSSTE institute developed the “Harley and Friends” mental health program to prevent, diagnose, and intervene in mental health problems.

Ledesma emphasizes that the choice of a dog for this program focuses on temperament and the ability to interact and provide reassurance to humans, rather than on breed. Remarkably, the “Harley and Friends” program operates without incurring any Social Security-related expenses, thanks to Harley’s constant presence.

Harley’s popularity has also caught the attention of pet food and accessory brands, who have offered him free products and advertising contracts. However, Ledesma humorously shares that Harley rejected all the offers, jokingly admitting that he now regrets missing out on the opportunity to become rich.
