Summit. Emmanuel Macron is taking part in the European Union – Community of Latin American and Caribbean States Summit in Brussels on Monday and Tuesday. The objective of this summit is to “renew” the relationship of the EU with the countries of Latin America and the Caribbean. This is the first such meeting in eight years. On site, the President of the European Commission, Ursula von der Leyen, Vice-President of the Commission for Foreign Affairs and Security Policy, the 27 Heads of State and Government of the EU and the representatives of the 33 countries CELAC members.
Security. Elisabeth Borne will chair the interministerial committee dedicated to road safety on Monday. She will announce the creation of an offense of “road homicide”, which will have a “high symbolic value”. “The families of victims are shocked by this qualification of manslaughter”, argued Matignon on Sunday.
Gérald Darmanin will be heard this Wednesday by the Law Commission of the National Assembly concerning the riots which shook the country after the death of Nahel. The next day, the National Assembly will begin the first reading of the bill to speed up the reconstruction of buildings damaged during urban violence.

Exportation. The agreement on the export of Ukrainian grain expires on Monday evening. And the continuation of this agreement, signed a year ago and renewed twice, and now very uncertain. During a phone call with his South African counterpart, Cyril Ramaphosa, Vladimir Putin “stressed that the obligations laid down in the Russia-UN memorandum on the lifting of obstacles for the export of Russian food products and fertilizers are not still not met,” the Kremlin said in a statement on Saturday. The day before, Turkish President Recep Tayyip Erdogan, mediator between kyiv and Moscow, assured that the Russian president was “agree” to extend this vital agreement on Ukrainian cereals. But the Kremlin has denied making any statement about it. On Thursday, the Russian president had already deplored that “not a single one” of his country’s requests had been taken into account during the negotiations carried out to extend the agreement. Over the past year, the latter has enabled nearly 33 million tonnes of cereals to be taken out of Ukrainian ports despite the conflict.
On the same day, the UN Security Council will meet to discuss the situation in Ukraine. The content of the discussions did not filter.

Justice. On Thursday, still concerning the war in Ukraine, the European Court of Human Rights must rule on a request by Moscow against kyiv. The case “concerns the Ukrainian government’s allegations of serious and massive human rights violations committed by the Russian Federation in the context of its military operations on Ukrainian territory since February 24, 2022” , specifies the ECHR in a press release. It states: “In addition to the present case, the Court is currently seized of five inter-State cases brought by Ukraine against the Russian Federation. Around 8,500 individual applications lodged with it appear to relate to events in Crimea, eastern Ukraine and the Sea of Azov. »
Redemption. The takeover of Casino crosses a new stage on Monday. The improved offers must be presented to the creditors, under the aegis of the conciliators and the Interministerial Committee for Industrial Restructuring (CIRI). There is no longer any great suspense: on Sunday, the trio Xavier Niel, Matthieu Pigasse and Moez-Alexandre Zouari announced that they were abandoning their offer, refusing “to participate in a biased process, the company having obviously already chosen its buyer”. Only Daniel Kretinsky’s offer, supported by Marc Ladreit de Lacharrière, is still in the running. Casino must currently renegotiate its crushing debt, announced at 6.4 billion euros at the end of 2022.

Cycling. The 21ᵉ and last stage of the Tour de France 2023 will take place on Sunday. Cyclists will finish the Grande Boucle on the Champs-Élysées, as tradition dictates. It remains to be seen if Jonas Vingegaard will still be in yellow, he who is leader of the classification, or if his rival Tadej Pogacar will have succeeded in finally stealing from him.
