Anyang City signed a business agreement with the military and police for a ‘public area surveillance and tracking system’. Anyang City signed a ‘business agreement for the operation of a public area surveillance and tracking system’ with the Capital Corps, Anyang Dongan Police Station, and Anyang Manan Police Station at 2:00 PM on the 19th at the Smart City Integration Center, and will focus on securing the safety of citizens from public area threats such as the recent sewage balloons.

This agreement was driven by a consensus that close cooperation between relevant organizations is more necessary than ever to ensure safety, given that unmanned aerial vehicles such as drones are being used in many wars around the world, and North Korea recently threatened civilian safety by scattering garbage balloons.

The signing ceremony was attended by six people, including Anyang Mayor Choi Ma-ho, Capital Corps Commander Park Jeong-taek, 51st Division Commander Ryu Seung-min, 2506th Deputy Commander Cho Hoon, Anyang Dongan Police Station Chief Jang Hyeon-deok, and Anyang Manan Police Station Chief Na Yeong-min.

Anyang City has been operating the Smart City Integrated Center’s video surveillance system (CCTV) as a ‘social safety net’ by sharing it with the Capital Corps, Anyang Dongan/Manan Police Station, Anyang Fire Station, etc., and jointly utilizing it in emergency situations.

Through this agreement, Anyang City will be the first city in the country to expand the operation of a video surveillance system, which is mainly used for traffic, crime prevention, and disaster safety, to the public domain.

For the agreement, Anyang City and the Capital Corps selected 60 of Anyang City’s video surveillance systems that can best perform aerial surveillance, and through these systems, they completed the construction of a system (Air Surveillance and Tracking System) that can monitor and track unmanned aerial vehicles in the air. When switching to an aerial surveillance and tracking system, video information and other related information will be shared with the military.

Anyang City and the Capital Corps share an airspace surveillance and tracking system, with the Capital Corps taking charge of comprehensive situational response and ensuring safety in the airspace in the event of an emergency, while Anyang-dong and Manan Police Stations are responsible for ensuring the safety of citizens and maintaining order in the ground area.

At the signing ceremony held on that day, a demonstration and training session on transitioning to an airspace surveillance and tracking system and responding to the appearance of sewage balloons were also held.

When information about North Korea’s drones flying south was delivered to Anyang City, the Smart City Integration Center switched to the ‘Air Domain Surveillance and Tracking System’, and the location and video of the drones in the skies over Anyang City were immediately shared with the Capital Corps.

Accordingly, the Capital Corps demonstrated the process of tracking the drone using air surveillance radar and helicopter location tracking system, and dispatching an aerial tracking and destruction task force to track and destroy it.

At Hakun Park, which is used by many citizens, training was conducted to prepare for the appearance of North Korean sewage balloons.

When a drone, presumed to be a sewage balloon, appeared over the park, Anyang City was the first to capture the drone and immediately shared its location and situation with the Capital Corps and the police station.

Then, when the garbage balloon (drone) crashed due to a mechanical failure, the Capital Corps and the police station dispatched personnel to secure the garbage balloon (drone) and control the situation by controlling citizens.

The entire process from the initial capture of the sewage balloon (drone) to confirmation and securing was transmitted as a video from the control center of Anyang City’s Smart City Integration Center.

Anyang Mayor Choi Ma-ho said, “Citizen safety begins with preparing for crisis situations in advance,” and added, “Through this agreement, we will strengthen the cooperative system with the Capital Corps and police stations to enhance citizen safety.”
