Appendix B – criteria for defining strategic issues for treatment

1. This is a field of activity in which the government has or can have tools to provide a significant response to local trends/characteristics and/or the effects of global trends/characteristics on Israel.
2. Based on an analysis of key trends and characteristics in Israel and the world with a long-term vision.
3. The result of not handling the issue:
A. Can be predicted with a relatively high level of certainty (at least as a direction or trend).
B. is expected to have a negative impact at the macro level*, at least 5-15 years ahead, on the quality of life and/or the stability of the economy and society in Israel.
4. The results of the government’s routine work processes (annual budget, annual work plans, etc.) are not expected to provide an effective response.
5. Intervention in the immediate time frame is expected to have a significant impact in the next 5-15 years.
6. A comprehensive response and cooperation of several government ministries is required.
7. The issue is not contained within another strategic issue for treatment.

* Does not include phenomena that are mainly geopolitical or purely political, unless their influence in the fields of economy and society are also significant.
