The interim government started the government procurement program through 4 purchase proposals for the purchase of 90 thousand metric tons of different types of fertilizers and 20 thousand metric tons of lentils at 563 crore 53 lakh 26 thousand 800 taka. This is the first procurement program of the current government.
On Wednesday (August 28) in the conference room of the Cabinet Department, Finance Advisor Dr. The proposals were approved in a meeting of the Advisory Council on Government Procurement under the chairmanship of Saleh Uddin Ahmed.
Committee members, senior secretaries of cabinet departments, secretaries of concerned ministries and senior officers were present in the meeting.
The senior secretary of the cabinet department was given the responsibility of conducting the meeting after giving the opening speech.
At the end of the meeting, the Finance Advisor told reporters, ‘We have approved the purchase of fertilizer and lentils. It must be done very quickly. Because we will not let the supply of fertilizer decrease in any way. And among the essential things, lentils are very important.’

According to sources in the meeting, approval has been given to import 30 thousand metric tons of bulk granular (optional) urea fertilizer from the United Arab Emirates in the 11th lot through the state contract. On June 14, 2023, with the approval of the meeting of the Cabinet Committee on Economic Affairs, the revised agreement for the import of 3 lakh 30 thousand metric tons of urea fertilizer was signed through the state level agreement from the fiscal year 2023-2024. The 11th lot of the contract has already expired but the rescheduled date is from September 6-10. According to the agreement with the United Arab Emirates, the cost of importing 30 thousand metric tons of bulk granular (optional) urea fertilizer in the 11th lot will be 1 crore 3 lakh 35 thousand US dollars equivalent to 121 crore 95 lakh 30 thousand taka in Bangladeshi currency. The price of urea fertilizer per metric ton is USD 344.50.
The committee approved a proposal for purchase of 30 thousand metric tons of bagged granular urea fertilizer in second lot from Karnaphuli Fertilizer Company Limited (Kafco), Bangladesh. As per the plan for the financial year 2024-2025, a revised agreement was signed for the purchase of 5.40 lakh metric tons of urea fertilizer from Kafco, Bangladesh. When requested to send price offer for purchase of 30 thousand metric tons of bagged granular urea fertilizer in the second lot in the financial year 2024-2025, Kafco, Bangladesh sent price offer. According to the contract with Kafco, the second lot of 30 thousand metric tons of bagged granular urea fertilizer will be 332.75 US dollars per metric ton, the total cost will be 99 lakh 82 thousand 500 US dollars equivalent to 117 crore 79 lakh 35 thousand taka in Bangladeshi currency.
The committee approved the import of 30 thousand metric tons of urea fertilizer from Qatar in the 1st lot through the state contract. On June 11, 2024, with the approval of the meeting of the Cabinet Committee on Economic Affairs, an agreement was signed to import 5 lakh 10 thousand metric tons of urea fertilizer from Qatar through a state-level agreement in the fiscal year 2024-2025. According to the agreement with Qatar, the price of fertilizer is determined as 339.17 US dollars per metric ton. The total price of 30 thousand metric tons of urea fertilizer in the 1st lot is 1 crore 1 lakh 75 thousand 100 US dollars equivalent to 120 crore 6 lakh 61 thousand 800 taka in Bangladeshi currency.
In the meeting, the committee approved the proposal to purchase 20,000 metric tons of lentils (in 50 kg sacks) through local open tender system in the fiscal year 2024-2025. 3 bids were received when tenders were invited locally for the purchase of 20,000 metric tonnes of lentils to be sold at subsidized prices to 1 crore family card holders of TCB. All 3 bids are technically responsive. At the end of the bidding process, Nabil Nabil Food Products Limited, the responsive lowest bidder recommended by TEC, will supply 20,000 metric tons of lentils at 101.86 taka per kg. The total cost will be 203 crore 72 lakh taka.
