The High National Elections Commission issued Resolution No. (109) of 2024 approving the preliminary list of candidates for municipal council elections (first group 2024).

The Commission explained, “The lists include those whose candidacy applications were accepted, and those who were excluded due to the lack of some candidacy conditions in their applications.”
Registration of candidates for the municipal council elections (first group) closed on September 14, after an extension of two days. Elections will be held in 60 municipalities during the first phase, to select seven municipal council members in municipalities with a population of 25,000 people or less. In municipalities with a population between 25 thousand and 75 thousand people, the number of members of their municipal council will be nine members, and municipalities with a population of more than 75 thousand people will have 11 members in the municipal council.
The Commission Board’s statement regarding the announcement of the initial lists of candidates stated: “In continuation of the stage of accepting applications for candidacy for the municipal council elections (first group – 2024), which began on June 9 of this year, and after a total of (2,389) applications for candidacy to compete for seats were counted.” 60) municipal councils pursuant to Commission Council Resolution No. (65) of 2024 AD, and whereas Articles No. (10) and No. (16) of the Executive Regulations for Municipal Council Elections No. (43) of 2023 AD, Clauses (1) and (7) respectively stipulate that every Whoever applies for candidacy (must be of Libyan nationality) and (must not have a criminal record, or be convicted of a felony or misdemeanor against moral turpitude unless he is rehabilitated), the Commission Board has referred candidacy applications to both the Public Prosecution and the Public Prosecution Service. Criminal Investigation Department and the Passports and Nationality Authority for the purpose of verifying the fulfillment of the above two conditions in applicants for candidacy applications.”
The statement added: “The responses of these parties resulted in the exclusion of (72) nomination applications against which Commission Council Resolution No. (108) of 2024 was issued, and the acceptance of (2,317) nomination applications in accordance with Resolution No. (109) of 2024, as reported by the Public Prosecution’s data. A number of (77) of the candidates have pending cases in the courts that have not yet been decided. Coordination will be made with the Public Prosecutor’s Office regarding dropping Clause (7) of Article (16) in the event that a conviction is issued against each person who has a pending case and who had come forward. By submitting a candidacy application during the period specified for accepting candidacy applications.
The statement stated: “In accordance with Article (53) of the Executive Regulations for Municipal Council Elections, the appeal against the above two decisions before the competent courts will take place during Monday and Tuesday, corresponding to October 7/8, 2024 AD, and we alert to the necessity of adhering to what is stated in the Executive Regulations (Chapter Ten: Appeals).” When submitting an appeal before the court, we also inform the applicants that the Council of the Commission has abolished Article No. (54) pursuant to its Resolution No. (107) of 2024, as appeals may be submitted directly to the courts without adhering to the text of this article.
