The government approved three separate proposals to import 40,000 metric tons of DAP fertilizer from Saudi Arabia and 30,000 metric tons of bagged urea fertilizer from Karnaphuli Fertilizer Company Limited (Kafco) and 10,000 metric tons of phosphoric acid for Chittagong’s TSPCL to deliver fertilizer to farmers on time. The proposals were approved at the meeting of the Cabinet Committee on Public Procurement held under the chairmanship of Finance Minister Abul Hasan Mahmud Ali in the conference room of the Cabinet Division at the Secretariat on Thursday (February 29). At the end of the meeting, Syed Mahbub Khan, Additional Secretary of the Cabinet Division highlighted various aspects of the approved proposals.

The Additional Secretary said that in the meeting, the committee approved the proposal to import 40 thousand metric tons of DAP fertilizer from Saudi Arabia in the second lot under the state level agreement. BADC imports DAP fertilizers from Saudi Arabia through state-level contracts. On completion of the previously executed contract, the contract is renewed keeping the terms of the existing contract identical. According to the pricing method specified in the fertilizer import agreement, the cost of importing 40 thousand (+10%) metric tons of DAP fertilizer from Saudi Arabia in the second lot will be 253 crore 44 lakh rupees equivalent to 23 million 40 thousand US dollars according to the current international market price. The cost of DAP fertilizer is USD 576 per metric ton.

He said, the committee has approved a proposal to purchase 30 thousand metric tons of bagged granular urea fertilizer in the 14th lot from Karnaphuli Fertilizer Company Limited (Kafco), Bangladesh. As per the plan in 2023-2024 financial year, a revised agreement was made to purchase 5 lakh 50 thousand metric tons of urea fertilizer from Kafco, Bangladesh. When requested to send price offer for purchase of 30 thousand metric tons of bagged granular urea fertilizer in 14th lot in fiscal year 2023-2024, Kafco, Bangladesh sent price offer. Fertilizer prices are fixed as per contract with Kafco. To buy 30 thousand metric tons of bagged granular urea fertilizer as 371.375 US dollars per metric ton, a total amount of 1 crore 11 lakh 41 thousand 250 US dollars will be spent 122 crore 55 lakh 37 thousand 500 taka.

In the meeting, approval was given to the proposal to purchase 10 thousand metric tons (+5%) of phosphoric acid for Chittagong TSPCL, said the Additional Secretary. He said that phosphoric acid, the main raw material for TSP fertilizer production, has to be imported from abroad. When the international open tender was called for the purchase of 10 thousand metric tons (+10%) of phosphoric acid in the financial year 2023-2024, three tenders were submitted. All three tenders are technically responsive. M/s Best Eastern, Dhaka, the responsive lowest bidder recommended by TEC will supply 10,000 metric tons of phosphoric acid at the end of the tender process. The total cost will be 62 crore 92 lakh taka. The price of phosphoric acid per metric ton is USD 572.
