In a speech on the occasion of the closing of the second session of the legislative year 2023-2024, Mr. Mayara noted that this session saw the adoption by the House of Councilors of eight bills, thus becoming the first session where the number of bills is equal to that of the bills adopted.

These proposals concern vital areas related to citizens’ rights in the management of real estate, through the reform of the code of real estate rights, the code of obligations and contracts and the status of co-ownership, he stressed, adding that these initiatives also concern civil servants, by introducing fundamental amendments to the general status of the civil service in order to enshrine the essential guarantees dedicated to this category, particularly those who suffer from difficult health conditions, in addition to supplementing the law on companies and amending the insurance code.

In this context, Mr. Mayara emphasized the importance of the initiatives proposed by the members of the Chamber for the enrichment and development of the national legal arsenal, noting that the Bureau of the Chamber received, during this session, 11 bills, ranging from the proposal to create specialized agencies and funds, to the proposal to amend and supplement the charter of small and medium-sized enterprises, through initiatives aimed at developing the status of the civil service and the legal framework for appointment to high office.

After welcoming these legislative efforts, Mr. Mayara noted that the relevance of the interaction of members of the House with the bills examined within the framework of the exercise of the right of amendment should not be overlooked, noting that this interaction resulted in substantial amendments to a number of texts, including the bill on alternative sentences (148 amendments), the bill on the organization and management of penitentiary establishments (174 amendments) and the bill amending the Dahir on social security (123 amendments).

On the other hand, he mentioned the holding of five sessions of examination and voting of draft laws and proposals, and 13 weekly sessions of oral questions, during which 21 government sectors were questioned on themes concerning the daily life and concerns of citizens.

In this regard, the Speaker of the House of Councilors clarified that the number of oral questions received during the period between the two sessions and the April 2024 session amounts to 805, of which 300 questions were followed by a response from the government during 13 plenary sessions, (102 current affairs questions and 198 ordinary questions), adding that the number of written questions received during the same period amounts to 1,191 questions. The government responded to 689 written questions, knowing that the response deadline for 492 other questions has not yet expired.

Regarding the commitments made by the ministers during the oral question sessions, Mr. Mayara noted that they particularly concern the sectors of national education, agriculture and fisheries, digital transition and administrative reform, the interior, health and social protection, adding that the Chamber also collected, during this 2nd session, the responses of government ministers regarding the commitments made in their responses to oral questions during the October session.

In addition, 25 plenary sessions were held during this session, including two devoted to the presentation and discussion of the government’s mid-term review and one session dedicated to the discussion of the report of the thematic working group on linguistic policy in Morocco, in addition to the annual session devoted to the discussion and evaluation of public policies in the field of tourism.

In terms of relations with constitutional institutions, Mr. Mayara stressed that the Chamber has ensured the regular dissemination of all opinions and studies issued by these institutions, so that members of the Chamber can benefit from them in the exercise of their legislative, control and evaluation functions, mentioning the frequent participation of representatives of the Chamber of Advisors in the general assemblies of the Economic, Social and Environmental Council as well as the various communication meetings that it organizes, in addition to cooperation and coordination with the Court of Auditors.

In terms of parliamentary diplomacy, he welcomed the results of this session achieved thanks to the contribution of all the components of the House, “in continuation of the process of strengthening bilateral and multilateral parliamentary cooperation at the level of the different geopolitical regions, in order to defend, within the framework of national diplomacy, the strategic and vital issues of the Kingdom, under the enlightened leadership of His Majesty King Mohammed VI, may God assist him, and at their head the national cause”.

In this regard, he gave an overview of the initiatives and activities in which the House of Councillors has engaged, including the signing of cooperation agreements with several friendly parliaments, participation in forums organized by regional, continental and international parliamentary organizations, official visits and bilateral meetings, and the organization of regional and international events, including the second edition of the Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and Gulf region.
