The mayor of Guayaquil, Aquiles Alvarez, charged against the government of President Daniel Noboa for the failure to deliver a sovereign guarantee to build an aqueduct in the northwest of the city.
The mayor of Guayaquil, Aquiles Alvarez, maintained that the failure to sign a sovereign guarantee from the National Government to the Municipality in order to finance a drinking water project “is a political problem” and announced that the claims regarding the issue will be transferred to the streets.
In a radio link, on the morning of this Wednesday, July 3, 2024, Alvarez criticized the Minister of Economy, Juan Carlos Vega, of whom he said “he behaves as an idiot” and who in his opinion disputes the position of “worst minister of the economy.” history”, together with Sports, Andrés Guschmer. This guarantee document, necessary to secure a loan from the Development Bank of Latin America and the Caribbean (CAF), has been postponed by the Ministry of Economy and Finance, despite the fact that the documentation has been ready for more than 75 days.
The construction of the fifth aqueduct in postponed sectors such as Mount Sinai and City of God depends on that sovereign guarantee, an investment project of USD 55 million.
«It is a political problem. “We are talking about a President who wants re-election and does not want any active official, who is from the Citizen Revolution, to have management,” said Alvarez, who came to office with Correism. According to the mayor, the lack of action by the central government is directly affecting more than 200,000 families who depend on the aqueduct project to have access to drinking water and stop depending on the provision through tank trucks and pools.
“During the time of former mayor (Jaime) Nebot and former president (Rafael) Correa, Nebot was Correa’s direct opponent, Correa never denied any sovereign guarantee. More than 120 million dollars in guarantees were granted for Guayaquil to continue its development,” Alvarez recalled.
Assembly to define mobilization
Faced with this situation, Alvarez announced that the municipality will take action. An assembly will be held next Monday in Mount Sinai with all the housing cooperatives to decide the next steps, which will likely include mobilizations in the streets, he said.
“The Government has to comply, they have to give the endorsement for Guayaquil to move forward. So they respect Guayaquil. “We are going to go to the streets.” Aquiles Alvarez,
mayor of Guayaquil. In addition, the official questioned that the city’s competence to build the Fifth Bridge, between the south of Guayaquil and Durán, has been taken away from the city, without the Central Government having done anything to advance the project, he said.
«Go see the Annual Contracting Plan (PAC) of the Ministry of Finance. He hasn’t bought a bullet. So, what management are we talking about? Pure video, pure Tik Tok, there is nothing,” Alvarez continued in his critical line of the administration of President Daniel Noboa.
