ARCEP Benin and ARCEP Togo sign a partnership

The Regulatory Authority for Electronic Communications and Post of Benin (ARCEP BENIN) and the Regulatory Authority for Electronic Communications and Post of Togo (ARCEP TOGO) concluded in Lomé, this Wednesday, October 18, 2023, a bilateral agreement aimed at making basic services (Voice, SMS and DATA) offered on mobile communications networks more accessible to consumers in both countries.
This memorandum of understanding marks a considerable step forward in the desire to reduce roaming costs for mobile electronic communications services borne by Beninese consumers traveling in Togo and vice versa.
This agreement is part of the implementation of Regulation C/REG.21.12.17 of December 16, 2017 relating to roaming on mobile communications networks open to the public within the ECOWAS region. This regulation expresses the commitment of ECOWAS Heads of State to promote and strengthen the integration of peoples and their mobility through access to electronic communications services in the community space.
This agreement was the result of consultation work held on October 17 and 18, 2023 at the initiative of the two Regulatory Authorities between the three (03) mobile operators installed in Benin (CELTIIS, MOOV AFRICA BENIN and MTN BENIN) and the two (02) mobile operators established in TOGO (MOOV AFRICA TOGO and TOGO Cellular) who have agreed to make the necessary efforts to remove all obstacles to the implementation of mobile roaming between Benin and Togo.
As soon as the protocol comes into force on January 1, 2024, consumers in both countries will experience a significant drop in prices when traveling in space (TOGO-BENIN).
This protocol also allows a reduction in international communications rates between the two countries. With this new protocol, a new experience is being offered to the populations of both countries.
