For his first official trip of his second term, Andry Rajoelina chose the district of Arivonimamo to launch the “Ankohonana Miarina” project. This project was designed to help 1 million vulnerable households escape poverty within five years. It aims to ensure the integration and social reintegration of these families in new agricultural villages.

Vulnerable households will be selected by an interministerial committee according to criteria including low purchasing power, regional origin, motivation to manage a farm, and specific situations such as young households, single mothers, and members of the family representing a disability.

Beneficiary families will be provided with housing and plots of land of 624m2 to 2000m2 per household and a package of agricultural and financial training. Furthermore, at the start of their activities, they are provided with agricultural inputs and livestock.

Two pilot sites will be set up to accommodate the project. The Fieferamanga site with an area of 53Ha and the Tsimahabeomby II site covering 400Ha.

In Fieferamanga, 20Ha of the total surface area of the project will be intended to house social housing. A Gendarmerie outpost, public schools, a hospital center, a municipal market, as well as sports infrastructure are planned on the site. The establishment of an industrial zone covering an area of 14 hectares and a commercial zone is also envisaged on this site. Around a hundred households have started their training but only those who complete it will be selected.

The beneficiaries will initially be given a certificate of occupancy of the land. After 5 years, they will receive a definitive title. For the moment, the implementation of the Ankohonana Miarina Project is at the stage of setting up a file selection committee, made up of representatives of the Municipality, local authorities, the Ministry of Population and Solidarity , from the Ministry of Agriculture and Livestock, as well as the State Secretariat in charge of new towns and Housing which is piloting the project.

The creation of this new city dedicated to the most deprived was announced by Andry Rajoelina a few days before his inauguration, when he toured the popular neighborhoods of the capital.
