Both goods will come in after preferential duty is imposed

Effective today, July 2, 2024, tariff rate quotas from the World Comprehensive Free Trade Area (DCFTA) are being reintroduced for imports eggs and sugar from Ukraine to the EU. The revised Autonomous Trade Measures (ATMs), which are in force from 6 June 2024, include emergency brake in the case of seven agricultural products, which are automatically withdrawn if the amount of import reaches the average annual import recorded between 1 July 2021 and 31 December 2023.

For eggs and sugar, this average is 23,188.96 tonnes and 262,652.68 tonnes, respectively. Article 4 of Regulation 2024/1392 provides that once these amounts are reached, the Commission will have 14 days to reintroduce the relevant tariff quota from the EU-Ukraine FTAA. Since the imports of eggs and sugar from Ukraine from the beginning of 2024 are already above the amounts set in the tariff quota for the WTO, additional imports will continue with the tariffs from the most favored nation (MFN).

From January 1, 2025 to June 5, 2025, a new tariff quota will be introduced, which will correspond to fifteen of the threshold set to activate the emergency brake. For eggs, this new quota is 9,662.07 tons, and for sugar – 109,438.62 tons.

Ukraine exported a total of 32,000 tons of egg products to all third countries in 2022 and 57,000 tons in 2023. In addition to the EU, it also exports to several countries in the Middle East, the Arabian Peninsula and West Africa.

Regarding sugar, Ukraine exported a total of about 181,000 tons in 2022 and 508,000 tons in 2023. From November 2023, Ukraine started exporting to non-EU destinations in Europe, as well as countries in Africa and in the eastern Middle East, europa.eu reported.
