ASEAN Foreign Ministers’ Statement on the Ukrainian Crisis

The foreign ministers of the Association of Southeast Asian Nations (ASEAN) called on the parties to the Ukrainian crisis to cease hostilities and engage in a genuine dialogue leading to a peaceful settlement of the conflict.

“On Ukraine, we reiterated our call for an immediate cessation of hostilities and serious engagement in genuine dialogue for a peaceful resolution of the conflict,” the joint statement issued by the Association of Southeast Asian Nations foreign ministers meeting in Vientiane, Laos, said.

The statement added: “We support the efforts of the UN Secretary-General to find a peaceful solution.”

Russian President Vladimir Putin had previously presented new proposals for peace and resolving the conflict in Ukraine; they stipulated the recognition of the status of Crimea, the Donetsk and Lugansk People’s Republics, and the Kherson and Zaporizhia regions as regions belonging to Russia, ensuring Ukraine’s neutrality and non-joining of any alliances and its freedom from any nuclear weapons, its demilitarization and denazification, and the lifting of sanctions imposed on Russia. The Ukrainian side rejected this initiative.

Since the beginning of the Ukrainian crisis, Russia has confirmed its readiness to negotiate in order to reach a solution, provided that the new reality on the ground and Russia’s security demands are taken into account. Since February 24, 2022, the Russian armed forces have continued to carry out their operation in Kiev.
