MAGLIE – The substantial inheritance, equal to three million euros, left in 2019 to Asl Lecce by Vita Carrapa, a lady from Maglie who died at the age of 95, has been allocated to the construction of a high-tech district rehabilitation center that will be located on the ground floor of the former hospital in Maglie.
In this way, the health authority believes it is fully fulfilling the testamentary obligation which required that the bequest be used for “a care or assistance facility” to be built in the Maglie municipal area.
On the contrary, the Citizens’ Committee for the New South Salento Hospital denounces a forcing of the will of the lady who had specified that, after the period of five years from the opening of the will, “the nomination of heir will automatically lapse” in favor of the ISPE (Institute for Personal Services) if that will had not yet been fulfilled.
Regional councilor Paolo Pagliero, a representative of the minority, also spoke out on the matter yesterday: “President-Councillor Emiliano, the ASL management of Lecce and all the administrators involved should explain the ‘snatch’ of Ferragosto carried out by the local health company, which has put the millionaire inheritance of Mrs. Vita Carrapa, benefactor of Maglie, in the safe despite not having fulfilled the testamentary obligation. On this matter I have presented an urgent question and a request for a hearing in the Health Commission of the Regional Council, so that they clarify and explain how and why they chose to transfer these funds, violating the clause in the Carrapa will. The community of Maglie and of the whole Salento cannot allow this heritage to be managed without transparency”.
Today, ASL retraces the chronology of events, recalling that in June the project for the destination of the inheritance was approved, which includes the creation of a rehabilitation center equipped with cutting-edge equipment, after renovation of the premises and construction of a gym of about 100 square meters, two medical offices and three rooms dedicated to electromyographic and ultrasound diagnostics, neurocognitive rehabilitation and speech therapy.
The health authority has provided reassurances that “the administrative measures aimed at giving full and effective execution to the project are all underway. In particular, with resolution of the general manager number 968 of 30 August, the minutes of the tender board for the renovation of the spaces intended for the district rehabilitation facility were approved, with the relative identification of the economic operator awarded the contract. The procedures for purchasing robotic technologies, telerehabilitation platforms and virtual reality have also been completed, some of which are being delivered”.
“We have chosen to allocate Mrs. Vita Carrapa’s inheritance – explained the general manager Stefano Rossi – to a high-tech and robotic district rehabilitation center in perfect compliance with her testamentary provisions. It is worth repeating: the link between the construction of a hospital and the use of the resources of the will is a constructed link, however impracticable: the path of the rehabilitation center was preferred to the idea, although tested, of the possibility that the testamentary legacy could be used for the construction of the Ospedale del Sud Salento, an infrastructure that, although included in the regional planning, as is known requires much larger sums”.
