After 42 years, Assomasul (Association of Municipalities of Mato Grosso do Sul) held yesterday (3) and ends today (4), with a series of activities on governance, municipalism and innovation in public management, the 1st Congress of Municipalities of Mato Grosso do Sul.

“I have no doubt that it is a milestone in the history of our State. We have the opportunity to bring together all managers, mayors, deputy mayors, secretaries and councilors. At the same time, in Brasília (DF), the CNM (National Confederation of Municipalities) is mobilizing, with 4 thousand mayors. It was the opportune moment to hold the congress and make demands to the federal bench”, considered the president of the association, mayor of Nioaque, Valdir Júnior (PSDB).

In addition to exchanging knowledge, the almost 2,000 participants from all 79 cities in the State took the opportunity to highlight the struggles of city halls in relation to the Federative Pact. “It’s not fair for the municipality where everything happens to have the smallest share of 18%”, he added.

According to the CNM, the global impact of the complementary law that reduced the ICMS rate on fuels and other sectors to a ceiling of 17% to 18% is a loss of around R$91.6 billion per year for state and municipal governments. The municipalities – which are entitled to 25% of the total ICMS collected by the States – will have a global impact of R$22 billion, of which R$11.11 billion per year will be reduced for health and education.

The impacts of the tax reform and Complementary Bill 136/2023 are also discussed, which recovers the losses of the FPM (Municipal Participation Fund) and anticipates the payment of the ICMS (Tax on Circulation of Goods and Services), scheduled for 2024 .

“We want more autonomy and freedom to make investments. That’s why we’re demanding our federal bench, because we’re in a hurry to execute our projects. We want to speed up the PEC (Constitutional Amendment Project) 25/2022, which is stuck in the National Congress and which gives an additional FPM of 1.5% in the month of March, which helps pay for the administration”, pondered Valdir Junior.

Governor Eduardo Riedel (PSDB) praised Assomasul’s attitude in promoting the event. “It is a joy, firstly, to participate in a moment that I consider historic, the first congress of the municipalities of Mato Grosso do Sul, and to congratulate Assomasul, president Valdir Júnior and his entire board of directors for the initiative”.
