“Bullying is a scourge that undermines the daily lives of thousands of young people and too often causes tragedy, distress, depression and sometimes even suicide. Lindsay’s death is a terrible example of this and I want to express here all my solidarity and my support for her family and friends,” declared the Prime Minister during the session of questions to the government at the National Assembly. “Yes, harassment can kill and it is intolerable” and “our schools, our colleges, our high schools must be places of knowledge and openness against ignorance and prejudice, places where everyone is protected”, has insisted the Prime Minister.

The extended pHARe program

“We are going to extend the pHARe program to high school. We are going to designate as of the start of the school year in each college a referent adult in the fight against bullying. We are going to further protect student victims in primary school by opening up by decree the possibility to remove a student from school harasser. We will make it compulsory to train staff against harassment, we will increase the means of alert and listening platforms, ”listed the head of government.

The pHARe program provides for the training of a reference team of at least five people per middle school and per primary school district, the appointment and training of at least ten student ambassadors per middle school and ten hours of training per year for children .

“We have to ramp up on this issue, we have to accelerate what we have already started to do. There is still a long way to go,” said Pap Ndiaye on France Info. “There has been awareness for several years. We have developed a device, the pHARe device, which we generalized at the start of the school year in all schools and all colleges ”, after a two-year experimental phase in six academies, he added. “But obviously it doesn’t work as it should in all establishments,” he admitted.

A referent in each establishment

The Minister of National Education for his part promised “additional means” with in particular the creation of a referent on this subject “in each establishment”, after having received the family of the young Lindsay on Monday.

Au Ministry of Education, it is specified that a person in charge of monitoring situations and coordinating the fight against harassment will be appointed in each college from the start of the next school year, with additional remuneration for this mission. This could be a nurse, a Principal Education Council (CPE) or a teacher.

The head of government also indicated that she had “asked the Ministers of the Interior, Justice and Digital to support the Minister of National Education in order to be more effective in the prevention and sanctions against harassment, in particular on social networks. »

Pap Ndiaye also indicated that the ministry was going to “put additional resources on 3020 and 3018”, the two emergency help numbers for families and victims (3020) and on the cyber harassment (3018), without further details. He also said that he “enjoined the heads of establishments to systematically contact, in the event of proven harassment, with the public prosecutor, with the judicial authorities. »
