“Unacceptable targeting. » ATD Fourth World denounces in a press release released on Tuesday, December 5, the “risk score” system set up by the National Family Allowance Fund (CNAF) to guide its controls. The anti-poverty association reacts to the publication of the survey Monde and Lighthouse Reports, Monday December 4, highlighting the profiling and potentially discriminatory criteria of this system.

13.8 million French households receive aid from the CNAF every month. The organization carries out different types of checks to ensure that everyone receives the “right entitlement”, that is to say the right amounts at the right time. But these controls have been industrialized since the 2010s: in around 70% of cases, the visit of a CNAF agent to the recipients’ homes is carried out on the basis of the “risk score”. However, the latter is calculated on criteria such as age, family situation, income or disability, revealed The world and the association for the defense of digital freedoms Squaring the Net by analyzing the source code of the algorithm.

The criteria used by the algorithm

Some penalizing criteria

Have a dependent child aged 19 or over

Have changed rent more than 4 times in 1 and a half years

Declare your resources for the disabled adult allowance each quarter

Have been widowed, divorced or separated with a change since

Some beneficial criteria

Have a high income

Being a widow without advancement

Being under guardianship

Total more than 14 months of activity (beneficiary and spouse) over one year

For ATD Fourth World, this is a system “discriminatory and impoverished”. She sees it as a form of “institutional mistreatment which has serious consequences on the lives of beneficiaries”regretting that digital tools are put at the service of a “social control” rather than access to rights. In its press release, the association requests the abandonment of the system and the opening of a parliamentary commission on the subject.
