Ottawa: China has been found to be running secret police in the name of “Police Service Centers” around the world. The total number of documented “secret police stations,” including at least two in Canada, now stands at 102, CTV News reported, citing a report by the human rights organization. China secretly operates 102 police stations in 53 countries around the world, according to a new report released on Monday (December 5, 2022). “Patrol and Persuade,” said Safeguard Defenders, a non-governmental organization in Spain. Canada’s CTV reported that the non-governmental organization said it had publicly notified the People’s Republic of China authorities, Chinese police and state media to file at least 48 additional documents.

“This is the first of 54 centers exposed in September, bringing the total number of documented centers of China’s secret police stations in 53 countries to 102. Some countries have also cooperated with China’s plan to set up these centers,” the television network reported, citing the Safeguard Defender organization.

The news report says the stations are accused of targeting Chinese nationals living abroad, particularly those who allegedly committed crimes in China to force them to return home.

In addition to three previously confirmed police stations in the Greater Toronto Area operating out of the Chinese city of Fuzhou, the newly confirmed centers have been found in Vancouver and another center operated out of Wenzhou. In a statement to CTV National News on Monday, the RCMP (Royal Canadian Mounted Police) said it investigates reports of criminal activity in so-called “police stations”. No further details have been provided.

After reports of China’s secret police stations allegedly operating in the Toronto area, CP24 received reports of more similar centers in October.

The Chinese embassy, which denied the news, said the stations help Chinese citizens renew their driver’s licenses. China also said that many Chinese citizens are unable to return to China due to the COVID-19 pandemic and are being assisted by “local volunteers”.

But CTV News reported that Safeguard Defenders reported that most of the newly documented facilities were launched in 2016, years before the start of the coronavirus pandemic. Safeguard Defenders also found that between April 2021 and July 2022, Chinese police “forced” 230,000 fugitives to “voluntarily” return to China.

CTV News reports that the US Department of Justice has charged seven people with harassing and threatening Chinese citizens living in the US to return to China, which Safeguard Defenders says are Chinese tactics to deny the children of Chinese suspects the right to an education and punish their relatives.
