Within a few years, when the Cabinet of Ministers’ regulations on wind farm compensations for local residents and municipalities (Wind power plant payment procedure for the development of the local community) begin to be put into practice, the public’s attitude towards wind farms will change radically, according to the head of the Wind Energy Association, Tom Näburg. However, it is still too early to observe a change in attitude, it takes time because everything has inertia.

“Everything should start with the municipalities that have been waiting for this legislation. They will see the practical benefit and will be interested in having wind farms built in them. Until now, municipalities looked at wind farms as headaches and problems, because they did not benefit from wind farms,” says T. Nāburgs, taking into account that the Latvian tax system does not envisage that local governments would generate direct income from companies. With the adoption of the legal act, municipalities will be able to talk more concretely with their residents about income, the development of the municipality, etc. etc. This will also slowly change the attitude of the residents, when the first euros for the wind parks themselves will be credited and the municipality will have started, for example, to restore the infrastructure with this money. Then there will be a link between the benefits and the wind industry.

Interests may overlap

Often, disagreements between residents and wind farm developers arise when measuring the distance between houses and wind turbines. It should be noted that turbines cannot be located closer than 800 meters from existing houses, and houses cannot be built closer than 800 meters to a wind turbine. Therefore, if people have purchased land property in order to later build a residential building there, it may turn out that they cannot do so, because a wind turbine has been installed at the specified distance in the meantime. And it can be just the opposite.
