AU PSC adopts “Tangier Declaration” on promoting Peace-Security-Development nexus and decides to submit it to AU Summit

The AU PSC “adopts the Declaration of the AU Assembly on Promoting the Nexus between Peace, Security and Development in Africa, entitled ”Tangier Declaration”” and decides to submit it “for consideration and adoption by the Assembly of the Union at the 36th Ordinary Session of Heads of State and Government to be held in February 2023,” the Council said in a statement following its 1134th meeting held on January 27 on the consideration of the Tangier Declaration, and published on Thursday.

The PSC “welcomes the convening of the AU Political Conference on Promoting the Peace, Security and Development Nexus in Africa, which was held from 25 to 27 October 2022 in Tangier, Kingdom of Morocco, and which brought together multiple stakeholders, including AU Member States, AU organs and institutions, regional economic communities, representatives of the United Nations and its agencies, African development institutions, civil society organizations, academia, professionals, youth and women groups, and development partners,” the statement read.

The PSC, the communiqué added, “pays tribute to the Government of the Kingdom of Morocco for its efforts in hosting the AU Political Conference on Promoting the Nexus between Peace, Security and Development in Africa” ​​and “commends the AU Commission, in collaboration with the Kingdom of Morocco and all relevant partners, for successfully organizing the AU Political Conference.”

The PSC also expresses “its deep gratitude to all partners and stakeholders for the support provided to ensure the success of the Political Conference and their participation, and calls on AU Member States, the AU Commission, Regional Economic Communities and partners to work towards the implementation of the Tangier Declaration in a well-coordinated manner, and for the AU Commission to lead these initiatives to ensure synergy and broad participation of all stakeholders working on the peace, security and development nexus.”

Promoting the link between peace, security and development in Africa, it is recalled, was at the center of the meeting of the AU PSC during its 883rd meeting held at ministerial level during the Moroccan presidency of the Council for the month of September 2019, on the sidelines of the 74th Session of the United Nations General Assembly.

Chaired by the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, this PSC meeting examined the theme “the interdependence between peace, security and development: towards a collective commitment for action.”

At the end of this ministerial meeting, the PSC had “recognized the importance of giving due consideration to the interdependence between peace, security and development, with a view to ensuring the effectiveness of conflict prevention, peacekeeping and peacebuilding efforts in Africa” ​​while stressing “the crucial role of fully operationalizing all available instruments under the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA) in achieving peace, security and development in Africa and reducing the number of conflicts on the continent.”

The PSC had notably “urged the urgent strengthening of AU actions for conflict prevention, with the aim of preserving peace and stability, saving human lives and avoiding the destruction of vital infrastructure and assets, which will have a negative impact on the livelihoods of the populations concerned.”
