AU PSC: Morocco calls for an end to impunity of those responsible for the recruitment and criminal use of child soldiers

During a second meeting of the PSC held this Tuesday by videoconference and chaired by the Ambassador Permanent Representative of the Kingdom to the AU and the UNECA, Mohamed Arrouchi, devoted to the “Fight against the use of child soldiers ”, the Moroccan delegation pleaded for a holistic and plural approach, both global and local, theoretical and practical which combines fight and prevention to deal with this scourge.

The Moroccan delegation called on the AU Commission to develop a reference document of good practices to prevent and end the recruitment and exploitation of child soldiers by non-state armed groups.

Although the recruitment and use of children by armed forces and groups are global phenomena, a significant proportion of recruited and exploited children are found in Africa, deplored the Moroccan delegation.

The Moroccan delegation reiterated the Kingdom’s firm commitment to the protection and promotion of the fundamental rights of all children, reaffirming that Morocco advocates a holistic approach and robust coordination of the efforts of the international community to effectively combat the scourge of child soldiers.

As a major player in maintaining and consolidating peace on the continent, Morocco’s action works to break the vicious circle of human exploitation which surrounds the phenomenon of child soldiers, through awareness raising. on the fate of child soldiers, the processes of recruitment and manipulation, as well as the underlying causes which fuel the persistence of this scourge, the contribution to the prevention of the recruitment of child soldiers and the promotion of lessons learned and good practice.

The Moroccan delegation recalled that in October 2022, the PSC, under Moroccan presidency, adopted Communiqué No. 1110 on “prevention against the recruitment and use of children in conflict situations”.

In this press release, the PSC strongly condemned the continued recruitment and use of children by armed forces and groups, as well as by terrorist organizations on the African continent.

He also called for preserving the civilian and humanitarian character of education centers, refugee and displaced persons camps, as well as immediately stopping the targeting and use of schools and refugee and displaced persons camps, as recruitment centers.
