AU PSC: Morocco reiterates the primacy of the UN Security Council in maintaining international peace and security

This position of the Kingdom was reiterated during a debate of the AU PSC on UNSC Resolution 2719 and its political, strategic and institutional implications.

The adoption of Resolution 2719 in December 2023 is a milestone in the partnership between the UN and the AU. It is a testament to a collective commitment to promote peace and stability in Africa through enhanced cooperation and adequate, predictable and sustainable funding for PSOs, the Moroccan delegation stressed.

By allowing for funding of AU-led peace support operations authorized by the UNSC, on a case-by-case basis, and not exceeding 75% from UN assessed contributions, Resolution 2719 addresses one of the most critical challenges facing AU PSOs, namely: the sustainability and reliability of funding for peace support missions, the delegation noted.

This resolution, the Moroccan delegation added, alleviates the challenges related to peacekeeping efforts which are often hampered by financial uncertainties. However, it also introduces a mechanism where the remaining 25% of the funding must be obtained from the AU, its member states or its partners.

The resolution strengthens collaboration and coordination between the UN and the AU at all stages of deployment, planning, execution and post-mission activities. This integrated approach allows both organizations to leverage their strengths and resources effectively, the Moroccan delegation said.

The Moroccan delegation stressed, in this sense, the importance of ensuring transparency and accountability in the use of funds to monitor and report on the use of financial resources as well as sustained political commitment to secure the required financial contributions and to effectively implement the strategic objectives of the AU PSOs.

In conclusion, the Moroccan delegation reiterated that UNSC Resolution 2719 is a major step towards lasting peace in Africa, embodying the collective will to find lasting solutions through enhanced collaboration and sustainable financing within a framework guided by guiding principles including the primacy of the UNSC in maintaining international peace and security.
