Australia has outlined strict eligibility criteria for foreigners seeking an assisted citizenship test, specifying pathways for applicants with low literacy under the AMEP program and those facing permanent physical or cognitive barriers, alongside publishing exact wording for the mandatory citizenship pledge.

The Australian Department of Home Affairs has detailed the exact administrative frameworks governing citizenship acquisitions, spanning test exemptions for older residents, fee waivers for specific humanitarian and veteran groups, and the precise legal requirements every successful applicant must fulfill before naturalization.

Assisted Testing Categories and Language Tuition Thresholds

Foreign nationals who cannot sit the standard citizenship test can apply for an assisted alternative under three defined classifications outlined by the Australian Department of Home Affairs (as reported by Tuko). Applicants may qualify if they formally request the accommodation during their application, or if they possess low literacy skills paired with the completion of at least 400 hours of English language tuition under the Adult Migrant English Programme (AMEP).

The third category accommodates individuals living with permanent or temporary physical or cognitive impairments that render standard test-taking impossible, even with assistance from a test facilitator. Applicants do not need to contact their AMEP provider to verify study hours; the department conducts independent verifications post-submission. Full-time learners attending 15 to 20 hours weekly typically reach the 400-hour mark in six to nine months, while part-time learners take upwards of a year.

Fee Exemptions and Concession Frameworks for Specific Groups

British and Maltese former child migrants arriving unaccompanied between September 22, 1947, and December 31, 1967, under the Commonwealth Child Migration Scheme qualify by providing verification from the Child Migrants Trust.

Military veterans who completed at least 90 days of permanent service in the permanent forces of the Commonwealth of Australia and stateless persons covered under section 21(8) of the Australian Citizenship Act 2007 also avoid standard fees. Separately, holders of a valid Pensioner Concession Card issued by Services Australia or the Department of Veterans’ Affairs qualify for discounted processing rates.

Pathways for Older Applicants and Residence Mandates

While exempt from the citizenship test, older applicants must hold permanent residency, demonstrate four continuous years of legal visa residency before applying—including 12 months on a permanent or Special Category Visa—and satisfy strict absence limits of no more than 12 months total across that four-year window.

Applicants in this older demographic must also meet character standards applicable to anyone aged 18 and older, and demonstrate a sustained, long-term commitment to maintaining ties to Australia.

The Mandatory Citizenship Pledge and Democratic Values

No applicant acquires legal nationality without publicly reciting a formal pledge of commitment at an official ceremony (reported Tuko News). The government provides two approved wording variations, allowing participants to choose based on personal belief systems.
