The Russian authorities are considering the possibility of abolishing criminal and administrative liability for the use of unlicensed software, Kommersant learned. It is assumed that the measure will apply to program developers from countries that supported the sanctions.

The proposal is contained in the “Plan of priority actions to ensure the development of the Russian economy in the face of external sanctions pressure.” A Kommersant source said that many departments participated in the development, the implementation of some measures has already begun. Permission to use pirated software may temporarily mitigate the exit from Russia of Microsoft, IBM, Oracle and other players.
