Azerbaijan/Armenia: ICRC urges protection of civilian population

The ICRC calls on all military authorities to take the necessary measures to ensure that civilian lives and civilian infrastructure are respected and protected at all times, in accordance with their obligations under international humanitarian law.

“We are ready to respond to the growing humanitarian needs of the population and continue developing our ongoing work across the region,” said ICRC regional director for Europe and Central Asia, Ariane Bauer. “We urge all military authorities to deploy the maximum effort to protect the lives of the civilian population and respect the principles of distinction, proportionality and precaution.”

ICRC teams distributed medical supplies to two hospitals today, and more deliveries are planned. On September 18, the organization delivered much-needed shipments of wheat flour and essential medical items to the population through the Lachin corridor and Agdam highway. We request, once again, that regular and unhindered access be allowed to continue reaching those who need it most.

Between December 2022 and July 2023, the ICRC delivered relief items in 77 trucks along the Lachín corridor, with 900 metric tons of medical supplies for health care facilities. We also distributed about 10,000 packages of food and hygiene items. ICRC teams have evacuated more than 800 people in need of medical assistance in the Lachín corridor.

The ICRC has been present in the South Caucasus since 1992 and is the only international organization that operates throughout the region.
