According to the decision of the European Court of Human Rights (ECHR) announced on December 19, compensation will be paid in the case of “Narayan and others v. Azerbaijan”. According to the decision, 16 thousand euros should be paid to each of the two groups for moral damage, and 2 thousand 780 euros to each of the legal expenses.

10 applicants in this case are citizens of Armenia born between 1959 and 1998, currently living in Yerevan and Stepanavan. They appealed to the court alleging that their relatives were shot and killed by an Azerbaijani soldier crossing the border. According to the claims of those persons, their relatives were killed without reason, and at that time there was no armed conflict between the parties. They believe that they were discriminated against because of their ethnicity, and Azerbaijan did not conduct an effective investigation into the murders.

Azerbaijan The government stated that the claimants’ relatives were not under the power or control of the respondent state when the incident occurred, and therefore were not under its jurisdiction. According to the answer, on the other hand, the applicants did not provide any evidence of the military presence of Azerbaijan in the territory of Armenia, where their relatives served in the military: “Therefore, it can be assumed that the corpses of four soldiers, one Azerbaijani and three Armenians, were taken from Azerbaijan to Armenia to “put on a show”.

We are talking about the military clash on the Azerbaijan-Armenia border on December 29, 2016. Three Armenian soldiers and one Azerbaijani soldier, relatives of the applicants, were killed in the clashes. Their bodies were found near Chinari village of Tavush region of Armenia.

Baku and Yerevan accused each other of violating the border due to that clash.
