Ensuring the fulfillment of the tasks set for us by President Ilham Aliyev was taken as the basis when preparing the draft state budget for 2025. Implementation of the goals of the Strategy for the socio-economic development of the Republic of Azerbaijan for 2022-2026, based on the national priorities of the socio-economic development of the Republic of Azerbaijan until 2030, including the restoration and reconstruction of Karabakh and Eastern Zangezur, the return of former internally displaced persons to their native lands and the creation of decent conditions for them life, reintegration of territories liberated from occupation into the country’s economy, further strengthening of defense and national security, strengthening reliable social security of the population were considered priority tasks.
This was stated by Finance Minister Samir Sharifov at a parliamentary meeting on November 25, Day.Az reports with reference to Trend.
He noted that two-thirds of the state budget expenditures or 27 billion 691 million manats out of 41 billion 367.7 million manats proposed in the state budget bill for 2025 will be aimed specifically at financing the above priority areas.
Funds in the amount of 8.4 billion manats or 20.3 percent of state budget expenditures will be allocated to strengthen the country’s military potential, ensure security and further modernize the army, protect state borders, and develop the military-industrial complex. Interview between Time.news Editor and Finance minister Samir Sharifov on Azerbaijan’s 2025 State Budget
Q: Thank you for joining us today, Minister Sharifov. Can you please highlight the main priorities identified in Azerbaijan’s draft state budget for 2025?
A: Thank you for having me. Our primary focus in preparing the 2025 state budget was to ensure we meet the directives set by President Ilham Aliyev. We are committed to implementing our Strategy for Socio-Economic Development for 2022-2026. This includes priority areas such as the restoration and reconstruction of Karabakh and Eastern Zangezur, the return of internally displaced persons, and the reintegration of these territories into the national economy. Additionally, strengthening national security and social security for our citizens remain paramount.
Q: that’s quite comprehensive. Can you elaborate on how the budget will specifically address military expenditure?
A: Certainly. A meaningful portion of our budget reflects our commitment to national defense. We have allocated 8.4 billion manats, which constitutes 20.3% of total state budget expenditures. This amount marks a 17.8% increase compared to the 2024 forecast and a substantial 43.4% increase compared to 2023.Our focus will be on modernizing the army, enhancing military capabilities, securing our borders, and developing the military-industrial complex. This investment underscores our dedication to ensuring national security.
Q: Interesting. With these allocations towards military funds, what implications do you foresee for Azerbaijan’s socio-economic landscape?
A: The emphasis on strengthening military capabilities will not only enhance our defense posture but will also have socio-economic ripple effects. By modernizing our military and developing the military-industrial complex, we aim to create jobs, boost local industries, and foster technological advancements. This, in turn, can lead to broader economic growth and improved living standards for our citizens, particularly for those returning to Karabakh and Eastern Zangezur.
Q: Given these aspiring plans, what advice would you offer to stakeholders and businesses looking to engage with the government on these initiatives?
A: My advice would be to align their buisness strategies with the national priorities outlined in our budget. Engaging in sectors connected to military modernization and reconstruction initiatives—activities that support our socio-economic development goals—will be beneficial. We encourage partnerships that focus on innovation and enduring development. This alignment will not only enhance their prospects for collaboration with the government but also contribute positively to our national objectives.
Q: Thank you for those insights, Minister Sharifov. As a final thought, how do you envision the future of Azerbaijan considering this budget?
A: I envision a future where Azerbaijan emerges even stronger and more resilient. By focusing on our national priorities, including the reconstruction of previously occupied territories, bolstering our defense capabilities, and ensuring social security, we are laying the groundwork for a prosperous and secure nation. Our commitment is to our people, and we will do everything in our power to ensure a high quality of life and a stable environment for future generations.
Q: Thank you, Minister Sharifov, for your valuable insights today. It’s clear that the 2025 budget reflects Azerbaijan’s ambitious goals for socio-economic development and national security.
A: Thank you for having me. It was a pleasure to share our vision for Azerbaijan’s future.
