In the first half of 2024, the State Financial Control Service of the Ministry of Finance of Azerbaijan carried out control measures in 48 organizations that received funds from the state budget, and revealed a total of 3 million 102 thousand manats in excess and unjustified payments.

According to the information, during the reporting period, the main part of the Service’s activities consisted of control measures related to the execution of letters and decisions received from the General Prosecutor’s Office of the Republic of Azerbaijan. Thus, based on the letters and decisions of the prosecutor’s office, inspections were carried out in 23 organizations, as a result of which excessive and unjustified payments in the amount of 1990.8 thousand manats were revealed, the inspection materials were sent to the relevant prosecutor’s office bodies for a legal assessment.

Also, inspections conducted by the Service in 21 organizations in the first half of 2024 revealed excessive and unjustified payments in the amount of 1,106.8 thousand manats and ensured the recovery of this amount by the guilty parties.

In addition, the Service, based on citizens’ requests, conducted inspections in 4 organizations, identified excessive and unjustified payments in the amount of 4.4 thousand manats, and based on the results of the inspections, documents were sent to the Prosecutor General’s Office to provide a legal assessment of the shortcomings identified during the inspections.

During inspections at facilities, with the exception of facilities for which materials were sent to the prosecutor’s office and law enforcement agencies for a legal assessment, a fine of 26.8 thousand manats was imposed on 27 officials who committed administrative offenses under Articles 410.1 and 410.2 of the Code of Administrative Offenses, and the payment of these fines to the state budget was ensured.

In order to eliminate the shortcomings identified as a result of the control measures carried out by the Service during the reporting period, as well as to take measures against officials guilty of committing them, letters were sent to the central executive authorities and the relevant local executive authorities and corresponding recommendations were given.
