– First of all, we would like to note that thanks to the restoration of territorial integrity and sovereignty of our country under the leadership of the President of the Republic of Azerbaijan Ilham Aliyev, the basis for long-term peace and stability emerged in. the region. By ending thirty years of oppression and injustice, Azerbaijan achieved not only its national interests, but also the supremacy of international law.
The current situation allows our country to make a more active contribution to solving universal human problems. The unanimous support received on December 9, 2023 confirms the decision on Azerbaijan to host the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) on December 9, 2023, after Azerbaijan to regain its sovereignty on September 20, the significant support from the states of the world for the opinion of Azerbaijan on the issues of international peace and development.
The ongoing high-level preparations of the Azerbaijani side for COP29 show how serious it is to tackle basic climate change issues that concern humanity as a whole.
We would like to note with regret that some circles, taking advantage of the fact that Azerbaijan has COP29, plan to force it to accept this or that issue. This is exactly the appeal sent by a group of members of the US Senate and House of Representatives to the Secretary of State of this country, Antony Blinken, on October 3, 2024.
It should be said openly that we have no doubt that the above mentioned appeal was organized by the Department of State. President Ilham Aliyev emphasized on October 4 in Jebrail that the State Department is writing letters to itself to threaten Azerbaijan.
This slanderous appeal, in which there is racial discrimination against Azerbaijan, contrary to the spirit of dialogue, seeking the release of war criminals and the militarization of Armenia, is unacceptable, contrary to international law and indicates that there is no interest the United States in the ready continuation. of bilateral relations.
I would like to remind the authors of the appeal, who put forward claims on false grounds against Azerbaijan in the field of respect for human rights and international humanitarian law, that during the war the United States put forward in Iraq, Afghanistan and various other regions. of the world, millions of civilians were killed, many people were tortured and punished without due process. The US, which talks about human rights, has not joined the most important human rights conventions. It was the United States that for years prevented the UN Special Rapporteur against Torture from going to Guantanamo Bay.
The United States, which co-chaired the Minsk Group, never understood its responsibility. Together with France, they tried to ensure that Azerbaijani lands remained occupied. In the territories that were once occupied before the eyes of the United States, the cultural heritage, mosques, historical monuments of the Azerbaijani people have been destroyed and destroyed, entire cities and villages have been wiped off the face of the earth. The United States has never condemned the barbaric actions of Armenia.
The attacks, which began after the Patriotic War of 2020 and have intensified since last year, stem from the United States’ refusal to restore the territorial integrity and sovereignty of the Republic of Azerbaijan, an expression of religious and ethnic discrimination against Azerbaijan. people and the intention to restore conflict in the region. Why does the United States, which was in various countries of the world on the basis of false allegations, consider the operation carried out by Azerbaijan to free its territory from occupation and stop the partition as a “military attack”? The members of Congress, who are constantly talking about the sovereignty and territorial integrity of Armenia, have never spoken of respect for the sovereignty and territorial integrity of Azerbaijan.
Why do congregations accusing Azerbaijan of “ethnic cleansing” not react in any way to the expulsion of all Azerbaijanis from Armenia, appeals sent by the Community of West Azerbaijan to the same Anthony Blinken?
Congressmen have gone so far as to use an article by an Armenian author as “evidence” against Azerbaijan. Why do congressmen who accuse Azerbaijan of not being willing to sign a peace agreement “forget” that the initiative of the peace agreement came precisely from Azerbaijan and that it was Azerbaijan that drafted the text of this agreement, do not criticize the claims territories against our country. still preserved in the Constitution of Armenia.
What do Congressmen mean when they talk about “unresolved territorial conflicts in Azerbaijan”? The Karabakh conflict has been resolved. The Karabakh conflict has been resolved by the Azerbaijani people, the Azerbaijani state, and the other opinion of the people thousands of kilometers from Azerbaijan does not change the reality. Azerbaijani people returned to Karabakh and East Zangezur forever, and today’s realities are houses built for former internally displaced people in Jebrail, Azerbaijanis returning to their homes.
Don’t the congressmen know that the people they present as “political leaders of Nagorno-Karabakh” are war criminals, Khojaly murderers, arms dealers, financial exchangers, oligarchs involved in various kinds of dirty deeds?! Why does the United States protect those who are proud to carry out the Khojaly genocide, provide visas to the separatists, and open their arms to them? Have the people who call the release of these criminals ever mentioned the 4 thousand Azerbaijanis, whose fate is unknown for more than 30 years?
Armenia is a state, which the congressmen consider to be a “democratic” country, which has occupied the territory of another country for the past 30 years, which has carried out ethnic cleansing, which has the disease of national exclusivity, which has not yet condemned a war criminal , on the contrary. , glory to them.
We would like to remind you once again that the Azerbaijani side, which has always shown restraint and patience in promoting bilateral relations, has continued continuous and developed partnership between the two countries on issues of common interest. Azerbaijan actively participated in cooperation on international security issues of greatest interest to the United States, contributed to NATO operations at the request of the United States, and participated honestly in those operations. In a word, the Azerbaijani side behaved responsibly and constructively to establish and develop good relations with the United States in accordance with the public interests of both countries, the goals and principles of the UN Charter.
It should be noted with sadness that, in response to the responsible and restrictive behavior of Azerbaijan, the United States has behaved non-constructively since the first day of the restoration of our independence. The series of anti-Azerbaijani measures, which began with the adoption of the notorious 907th Amendment, does not stop. This is the same United States, after the genocide of Khojaly and the occupation of Shushi and Lachin, sanctions against Azerbaijan, and not against Armenia. For the past 30 years, the United States has turned a blind eye to the tragedies committed by Armenia against the Azerbaijani people, the occupation of Azerbaijani territories, the expulsion of more than a million Azerbaijanis from the territory of Armenia and the occupation of Azerbaijani lands, the massive destruction of heritage culture of Azerbaijan, destruction of hundreds of cities and villages of Azerbaijan, installation of millions of mines on our territories. The US actually encouraged Armenia to continue its occupation and ethnic cleansing.
After Azerbaijan resolved the conflict by liberating its territories from Armenian occupation, the United States stepped up its efforts to restart the conflict. The United States and, on its part, some other countries allocated large amounts of financial aid to Armenia, thanks to which the reform of Armenia was ensured and this country was encouraged to take a non-constructive position in the peace negotiations. At the meeting of the United States, the European Union and Armenia, held in Brussels on April 5, 2024, Armenia was actually given a new military mission. In doing so, the United States is introducing geopolitical competition into the South Caucasus and creating dividing lines in the region.
In this context, the appeal of the members of the US Congress to the Secretary of State Antony Blinken shows that this country is not interested in the smooth continuation of bilateral relations.
Taking into account the determination of Azerbaijan to continue the bilateral relations, we would like to emphasize that this is impossible through efforts from one side only. Based on the principle of reciprocity and the goal of returning bilateral relations to a logical level, we believe that the time has come to respond to the steps mentioned on the American side. We remind the Congressmen who asked the State Department to put pressure on Azerbaijan and its President that the events after 2020 in particular showed again that Azerbaijan did not give in to any pressure or slander, and did not give in to any slander, any threat could influence her will. On the contrary, because of these actions the United States is losing its reputation in Azerbaijani society, which has already reached rock bottom. Our letter also expresses the anger of the Azerbaijani people towards the double standards and false values of the United States. Such unfair, ridiculous accusations and threats against the strongest state in the region show how well the congressmen who signed the letter were.
In this regard, we ask you to take the following steps to review the relations between Azerbaijan and the United States:
• Termination of existing agreements between Azerbaijan and the United States, in particular the Joint Statement “On Future Military and Defense Relations between the Republic of Azerbaijan and the United States” signed in 1997 and the Agreement “On the Supply of Equipment and Mutual Services between the United States. Ministry of Defense of the Republic of Azerbaijan” signed in 2013 Republic and Department of Defense of the United States of America”;
• Ensure that the negotiations regarding the conclusion of new agreements and the extension of the terms of existing agreements are immediately terminated;
• Ensure the suspension of all projects implemented by the United States Agency for International Development (USAID) and US non-governmental organizations in Azerbaijan, and prohibit the implementation of new projects, as well as the termination of contribute to USAID’s activities in our country.
