Until 2008 there were no restrictions on the carrying of firearms by security guards in Israel, and in that year section 10c of the law was enacted and limited the weapons licenses of guards and security guards to the time and place of their work.

The section allowed the Minister to order by temporary order that the security guards would be allowed to remove the firearms from the place and time of their work, for reasons of maintaining public peace and safety, and this was done starting in 2014.

The proposed amendment will allow the security guards to carry the firearms even outside of the place and during the time period in which the guarding is carried out without the need for approval from the minister, but the opposite – the minister will be allowed to limit the possibility of carrying the firearms for one year only, by means of a decree and with the approval of the National Security Committee of the Knesset.

According to the Ministry of Internal Security, as of 2022, there are approximately 54,000 holders of the right to carry weapons in the security and guarding organizations, and approximately 39,000 security guards who actually carry weapons – an increase of 61% compared to the previous year. Alongside this, between the years 2019-2021, 32 women were murdered using weapons that were held under license, a number that has doubled in the last three years and is a third of all those murdered.
