Benin: 635 land operations canceled

In Benin, the government announces the cancellation of 635 land operations. The decision taken by the Council of Ministers on December 6, 2023 concerns, among other things, subdivision work carried out in non-buildable wetlands.

635 land operations will be canceled with the exception of 175 new ones operations started. According to a report sent to the Beninese government, lowlands have been divided up for the purpose of resettling populations. “Many subdivision operations have included wetlands that cannot be built on, resulting in the settlement of populations in areas unsuitable for habitation,” noted the Council of Ministers.

The National Committee for Supervision of Subdivision Operations specifies in its report that the lack of identification and delimitation of these spaces constitutes the cause of these occupations. The document mentions other technical irregularities.

These dysfunctions concern the subdivision of “very large areas” of agricultural areas which “do not respond to any urbanization issues”. To this are added operations that land interest associations or other categories of actors have engaged without taking into account “guidance, documents and rules for territorial planning as well as land management”.

The report also notes operations “having known extensions to very high proportions of which neither the limits nor the opportunity are hardly understood”.

Supervise land occupation

An urban master plan will be developed for “quickly regulate land use and land use planning in departmental capitals as well as urban centers of proven importance”. The document will be the master plan for land operations.

The report of the Council of Ministers indicates that the urban master plan regulates the operationalization of subdivisions or consolidations.
