Emmanuel Macron wants to “build a French-style ecology”. To this end, the Head of State announced a series of objectives this Monday, following an Ecological Planning Council at the Elysée. Between the financing of RER and the production of heat pumps, 20 Minutes takes stock of these announcements for you.
A million heat pumps
France will have to produce “one million heat pumps” by the end of the five-year term, tripling the current level, announced the French president. “We have decided (…) to develop an industrial sector of heat pumps which is a formidable lever of substitution, much less consuming and emitting, to triple the production of heat pumps by 2027, and therefore to achieve produce a million heat pumps in our territory, while at the same time training 30,000 installers,” declared the President of the Republic.
700 million euros to build 13 metropolitan RERs
The State will contribute 700 million euros to the construction of thirteen metropolitan RER trains, announced Emmanuel Macron. “We selected 13 projects. And [sur] these metropolitan RERs, we are committing today 700 million euros from the State to support the projects” which “will give rise to planning”, specified the Head of State. In November 2022, he announced that he wanted to develop the RER “in ten French metropolises”.
These RER projects “will give rise to planning” and funding within the framework of state-regional plan contracts which will be signed in October, he specified. “This will also make it possible to launch projects for our railway industry and the jobs that go with it,” promised the president.
“At least one million electric cars produced by 2027”
Emmanuel Macron wants to accelerate the production of electric cars on French territory. Evoking an “ecology that creates economic value”, Emmanuel Macron announces the production of “at least 1 million electric cars (…) by 2027 on French soil”.
In November, the system for leasing electric cars at 100 euros per month will be presented, which will start with only a few tens of thousands of vehicles in 2024 to give time for the French and European sector to gain momentum in the face of Chinese models.
Reduction of industrial emissions
The decarbonization of the 50 industrial sites that emit the most CO2, announced a year ago, should make it possible to reduce industrial emissions by 45% by 2030, he said.
The plans with the large industrialists in the steel, chemicals and cement industries which are part of it “will be signed at the end of October and beginning of November” for all of them, he said. They will then be extended to SMEs. They are planning massive investments to make their production methods less polluting or to capture carbon whose production cannot be avoided.
A resumption of “control of the price of our electricity”
President Emmanuel Macron has promised to announce in October a resumption of “control of the price of our electricity” so that it is “sustainable both for our businesses and for our households”, in a context of inflation and prices energy always high.
While a battle of figures opposes the renationalized company EDF and the State on the future regulation of electricity, the president wants prices which are “compatible” with the requirements of “competitiveness” and give “visibility to both to households and to our industrialists.”
