As of July 25 of this year 1,173 motor vehicles seized in favor of the state with legal acts entered into force were received by the National Revenue Agency. A total of 128 motor vehicles were sold in accordance with the DOPC and the NRA law, of which 76 were sold at an auction worth BGN 167,000. 27 motor vehicles were purchased by co-owners pursuant to Article 258 of the DOPC for 55 thousand or a total of BGN 222 thousand and 25 cars provided to budget organizations.

This became clear from the answer of Finance Minister Lyudmila Petkova during the parliamentary control in the parliament. She answered a question from MP Petar Petrov from “Vazrazhdane”, who asked her what the balance sheet for the NRA is from the activity of confiscating cars of drunk and drugged drivers for the benefit of the state.

“The remaining 1,045 cars are in a different phase of preparation for their realization. Of them, 88 are at the stage of evaluation and preparation for tender and 957 are at the stage of finding and documenting,” added Petkova.

Minister Petkova drew attention to the fact that a large part of them are over 20 years old and are in an unsatisfactory condition and it is difficult to sell them.

“Usually, more than 3 auctions with successive price reductions are needed in order to reach real market interest in them, and the average real time for the sale of a car after its admission to the National Revenue Agency is between 4 and 8 months”, specified the finance minister.

Petkova also said that she found a problem that, according to her, should perhaps be solved through a legislative change in the Road Traffic Act. A large part of the confiscated cars have a forced administrative measure banning registration for a period of 6 months to 1 year. This is imposed by the Ministry of Internal Affairs even when the car is seized, and after the vehicle becomes state property, this coercive measure continues to apply to the state as well, which prevents the sale of the car by the NRA until the measure expires, explained Petkova.
