According to the Memorandum, within the framework of the Bicentennial for Security, Public Health and Safe Communities, the United States and Mexico “have cooperated to seize greater volumes of fentanyl and other drugs. We have worked successfully over the last year to improve collaboration between security forces, prevent the diversion of chemical precursors and arrest key organized crime figures involved in drug and firearms trafficking, migrant smuggling and other criminal activities. To this end, and to build on last year’s increased cooperation, both countries must continue to strengthen information sharing and law enforcement collaboration; build capacity to detect and combat drug production and trafficking and the diversion of drug-related chemicals and equipment; and improve mechanisms to monitor, prevent and treat disorders resulting from the use of narcotic substances.
The White House had already included Mexico on this list in the September 2022 memorandum. This year, for the first time, the United States included China on the list, due to fentanyl precursors traveling from the Asian giant to Mexico, mostly. To this end, the law was modified to include countries that not only manufacture drugs, but also chemicals used for the production of synthetic drugs.
The list of countries with the greatest production and transit of narcotics prepared this year by Washington is made up, in addition to Mexico and China, for Afghanistan, Bahamas, Belize, Bolivia, Burma, China, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Nicaragua, Pakistan, Panama, Peru and Venezuela.
