The White House had already included Mexico on this list in the September 2022 memorandum. This year, for the first time, the United States included China on the list, due to fentanyl precursors traveling from the Asian giant to Mexico, mostly. To this end, the law was modified to include countries that not only manufacture drugs, but also chemicals used for the production of synthetic drugs.

The list of countries with the greatest production and transit of narcotics prepared this year by Washington is made up, in addition to Mexico and China, for Afghanistan, Bahamas, Belize, Bolivia, Burma, China, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Nicaragua, Pakistan, Panama, Peru and Venezuela.

This memorandum that is sent to Congress is used to determine the budget dedicated to combating drug trafficking.
