Buxar: The Bihar government has made strict rules for the survey of government land. Under the new rules, those who have illegally occupied government land will not have the land in their name and the Khatian will be registered in the name of the Bihar government. Wrongly issued receipts or jamabandi will also not be valid. This step has been taken in view of the cases of illegal occupation of government land going on in Buxar district for the last few years. In many cases, illegal occupants have built houses and other structures and have also obtained rent receipts through corrupt means. The new survey will help in detecting these cases and recovering government land.

Account will be opened in the name of Bihar Government

According to the new rules, the land will not be registered in the name of those who have illegally occupied non-cultivated khas or unabad sarvasadharan, pond, ahar, pain or fallow land. However, an account will not be opened in the name of that person on government land, rather an account will be opened in the name of the Bihar government and encroachment will be written in the statement column of the Khatian. However, in some cases the land can be registered in the name of the raiyat. If a landlord leases non-cultivated khas land to a raiyat before 1 January 1946 and government rent receipt is being paid since the abolition of the zamindari system, then the land will be registered in the name of the raiyat on presenting proper documents.

Such land will be marked as ‘disputed’

Similarly, if a person’s name is registered on non-cultivated khas land in the 1970 Khatian and he has possession of the land, the land will be registered in his name. Civil court orders will also be recognised. If there is any legal dispute over government or raiyati land, the land will be marked as ‘disputed’ until the matter is settled.

Illegally deducted rent receipt is invalid

Any unauthorised jamabandi or rent receipt collection done by any government employee or officer during the survey will be considered invalid. If a rent receipt has been cut illegally or an illegal jamabandi has been opened by any government employee or officer on any non-cultivated common land, it will not be recognised in the survey and the account will not be opened in the name of that person or organisation.
