Bills, no from the center-right and Renziani to Draghi: stop the freezing of tax cuts for the rich to protect the poorest segments

by time news

The alliance center-right-Italia Viva it bears fruit. And it’s invincible even in front of the prime minister who all three parties, in words, acclaim, Mario Draghi. Lega, Forza Italia and Renziani were adamant and blocked the prime minister on his proposal for a solidarity contribution, for one year, obtained by freezing the tax cut on income over 75 thousand euros, to lower your bills to families more in difficulty.

The move by the head of the government was born as a response to the concerns of the trade unions but above all to act on the now hottest front, that of light and gas increases, which – also in this case at least in words – is the one that most often lists among the the League secretary has priority Matteo Salvini. Look for the final agreement on a tax maneuver that is as shared as possible. He proposes to cut the tax wedge under 35 thousand euros in 2022: all agree. He adds the idea of ”touching” the highest incomes: open heaven. Together with the center-right and Italia Viva – according to Ansa – there is also a piece of M5s: “It tastes of patrimonial”, the sense of opposition that comes as an echo especially from parliamentary groups. Pd, Leu and the wing of the M5s closer to the Giallorossi government (like the minister Stefano Patuanelli) are in favor. After hours of tug-of-war and contacts with trade unions, Draghi takes the idea off the table: 300 million more to cut bills will come from budget surpluses, no one knows where yet.

The premier is aiming for a solution shared by all, to guarantee a balanced fiscal intervention. “In the restart,” he says remembering Guido Carli at a conference, everyone must “collaborate” for the “extraordinary opportunity” also given by the NRP “for reduce inequalities“, Avoid social conflicts such as those of the seventies. Draghi pursues the path of dialogue with the social partners right up to the end, including on the maneuver. And it will continue to cultivate it by starting the table on pensions at Palazzo Chigi in two weeks and approving by the end of the year (the proposal is from the Minister Pd Andrea Orlando) the rule on relocations so far blocked by the majority vetoes.

However, there is no agreement on the maneuver. CGIL e Uil I’m on a war footing, hypothesize strikes, because they denounce a unbalanced tax cut in favor of the richest, the Cisl it is more dialoguing. Also Confindustria attacks the choices of the government. Draghi explains to them that the agreement reached with difficulty in the Ministry of Economy between the majority parties cannot be called into question, to allocate 8 billion to the structural cut of 7 billion of personal income tax e 1 billion from IRAP. But he adds that the 2 billion of “treasury” still available for 2022 to address concerns and act on lower incomes. And so in the maneuver 1.5 billion will be allocated to a 0.7% deduction for incomes up to 35 thousand euros (which will be added – the government points out – to the Irpef cut). Another 800 million (500 already available, 300 million ticked at the last) will be added to the 2 billion already allocated to face the surge in electricity and gas prices.

In the control room, however, the premier and the minister Daniele Franco they say that we could do more: suspending the Irpef cut for one year for those who earn more than 75 thousand euros, which is worth about 250 euros, would mean being able to allocate another 270 million to dear bills. But the round of the table among the representatives of the parties makes it clear immediately that the measure would split the majority as never before. The control room closes in a tense atmosphere. While Draghi hears the secretaries of the CGIL, CISL and UIL, parties are consulted. The M5s breaks, tells theAnsa: Stefano Patuanelli had said yes to the proposal, but the pressure of those who are against it is growing from the parliamentary groups (“It would be the definitive suicide of the M5s“, Says a deputy), even among the ministers there are those who like Fabiana Dadone is skeptical: Giuseppe Conte, they say, takes a more cautious line. So much so that to a question during the interview with SkyTg24, the former premier replies coldly on this point: “Prime Minister Draghi’s proposal for a solidarity contribution from the higher income brackets was discussed at the majority table, but in any case have been found additional funds from the ministry: it is commendable to want to fight the expensive bills “.

In the Council of Ministers, Franco is responsible for illustrating the proposed tax cut and the idea of the solidarity contribution. Some ministers rise up. “This is not the time to imagine any intervention that could resemble a patrimonial”, he declares Mariastella Gelmini placing Come on Italy at the head of the opposites. It would be a blue pencil error, says a minister, for someone like Draghi who has always opposed one-off solutions. The leaguers are also against Giancarlo Giorgetti e Massimo Garavaglia and that Iv Elena Bonetti. The dems intervene in favor. Draghi suspends the meeting, is affected by the trade unions. Then he reopens the CDM to say that the cut of Irpef and Irap remains as decided, the solidarity contribution jumps. Matteo Salvini rejoices, but according to the leaguers more money will be needed for the bills. It had never happened before an idea of the premier was rejected: “Dem and Leu, unlike the others”, showed that they supported Draghi to the last, they say from the left without hiding their irritation. No rejection – according to Iv – the proposal was not made by the premier. And the split in the CDM is immediately translated to the next Quirinale match. From the Pd Antonio Misiani he affirms that the “stop to Draghi removes Iv from the reformist camp”. It is the belief that these two will be the sides on the field in January.
